Solicitation # SPRPA126RVC00
This is a total small business set-aside solicitation issued by DLA Aviation at Philadelphia for the manufacture, testing, and inspection of aluminum shipping and storage containers, identified by NSN 6KH 8145-01-357-4414. The procurement is a DPAS DO-C9 rated order and requires engineering source approval to maintain part quality. The contractor is responsible for providing all necessary manufacturing aids, including fixtures, jigs, and test equipment. Technical specifications require adherence to Container Research Corporation drawing 583E001, with specific mandates for aluminum welding standards (AWS D1.2), the use of specific zinc-nickel alloy finishes, and the application of unique identification markings per Mil-STD-130. Quality assurance is stringent, featuring a mandatory First Article Test (FAT) that includes dimensional inspections, a form and fit check, and a series of leak tests. A critical requirement is the 18-inch free fall drop test, where any cracked welds or deformation result in rejection. The award process considers past performance as the primary factor, followed by price, with the government utilizing the Supplier Performance Risk System (SPRS) to assess risk. Administrative requirements include electronic invoicing via Wide Area Workflow (WAWF) and compliance with Buy American and cybersecurity regulations. The solicitation has undergone multiple amendments to extend the closing date, with the final deadline extended to August 31, 2026.
