16 -- EMBEDDED GPS INERTIALS UPGRADE TO AWACS NAVWAR CONFIGURATION

NOTICE OF CONTRACT ACTION (NOCA) The Department of the Air Force, Electronic Systems Center, 551 ELSG/PK at Hanscom AFB, MA 01731 intends to award a Firm Fixed Price (FFP) contract to Northrop Grumman Navigation Systems Division, Litton Guidance and Control Systems Division, Woodland Hills, CA 91637 to produce approximately thirty-six (36) new Embedded GPS Inertials (EGIs) and modify and upgrade the E-3 inventory (currently at 110 units) to the Navigation Warfare (NAVWAR) configuration. This effort will have a three year period of performance if options are exercised. A Sources Sought Synopsis was published to FedBizzOpps on 02 October 2006 under the title of "Navigation Warfare Production". The Government intends to solicit and negotiate with Northrop Grumman Navigation Systems Division under the authority of FAR 6.302-1(a)(2)(ii) entitled "One Responsible Source And No Other Supplies Or Services Will Satisfy Agency Requirements". Authorization to do this is contained under 10 U.S.C. 2304-(c)1. The Government has determined that an award to any source other than Northrop Grumman Navigation Systems Division would result in substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling the Government's requirements. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach.
