16 -- ENGINEERING SERVICES (AVSIM)

PUROPOSE OF THIS MOD IS TO CHANGE THE RESPONSE DATE TO 19 MAR 08 This Requirement is a performance based services necessary to build the F15 Avionics Simulator (AVSIM) for the Security Assistance electronic Warfare Support Facility, Building 231, Robins Air Force Base, GA 31098. The contractor shall utilize best commercial practices in the performance of all activities under this effort. The contractor shall provide engineering services and technical support to performance this task. The contractor shall furnish all parts, supplies, equipment and work necessary for the completion of this effort. This procurement is sole source to McDonnell Douglas Corp DBA: Boeing Company, cage code 28980. Numbered note 22 and 26 apply. Performance shall be 12 months No telephone requests will be accepted. Only written or faxed requests received directly from the requestor is acceptable. All responsible sources solicited may submit a bid, proposal, or quotation that shall be considered. Authority: 10 U.S.C 2304(C)(1). Justification: The equipment required is available from only one, or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for equipment for which the government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement Note26.
