The DCMA at Boeing Philadelphia, PA intends to negotiate and award a time and materials delivery order to procure with Boeing for Engineering Services for the Ch-46E, under Basic Ordering Agreement (BOA) N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance for this effort is Eighteen months after contract award and the work will be performed at Boeing Helicopters in Ridley Park, PA. Engineering Service Memorandum (ESM) 0153 addresses the flight control rigging process for the H-46 helicopter. Boeing as the OEM for the H-46 has the unique knowledge required to define changes in the flight control rigging procedures. This effort includes three areas: Definition of the correct the flight control component troubleshooting, maintenance and rigging/control motion checks for Organizational and Intermediate Level personnel, development and manufacture of required control check fixtures and associated rigging tools, and revisions/updates to applicable technical publication work packages for (Controls Motion) and (Force Motion).
