AI Contract Overview

The contract involves the procurement of six units of a specific keyboard assembly, identified by NSN 1R-1680-015177625-V2, to be furnished to Honeywell International Inc. in Tempe, Arizona. The delivery terms are FOB origin, meaning the buyer assumes responsibility once the goods are shipped. This is a sole-source acquisition where the government intends to negotiate exclusively with the approved supplier due to the unique design, engineering expertise, and manufacturing knowledge held by the current qualified source. The contract emphasizes that engineering source approval by the relevant design control activity is mandatory to preserve part quality, ensuring that only vendors with the requisite qualifications and government-approved procedures can supply this specialized component. The notice clarifies that although it is not a competitive solicitation, interested parties may express their capability to meet the requirement, but the government retains discretion to bypass competition. The critical factor is that the approved source maintains proprietary technical data or manufacturing know-how, which is vital to the part’s integrity and is not economically accessible to the government. Any alternate sources must undergo a rigorous qualification process in accordance with government-approved engineering standards. The procurement is managed by the Department of Defense, specifically the Navsup Weapon Systems Support office in Philadelphia, and the solicitation was posted as a presolicitation opportunity in 2010.
