NASA's Dryden Flight Research Center (DFRC) plans to issue a Request for Offer (RFO) to acquire pressure regulators for the feed system of the Propulsion Flight Test Fixture (PFTF), a system designed to test advanced air-breathing propulsion devices across sub-sonic to super-sonic speeds. The feed system will supply two propellants—gaseous oxygen (GOx) and methane (CH4)—which will be "blown down" from onboard tanks to the combustion chamber by opening valves and allowing tanks to evacuate to near ambient pressure. The contract will require offerors to provide feed systems for both propellants and propose a delivery schedule. This acquisition is set aside exclusively for small businesses, with the applicable NAICS code being 332912 and a size standard of 500 employees. Offerors must state their size status and all qualified responsible business sources may submit proposals. The procurement will follow FAR Part 12 procedures for commercial items and carries a DPAS rating of DO-C9. The anticipated release date of the RFO is on or about February 28, 2002, with proposals due by March 20, 2002. An ombudsman has been appointed to assist with the procurement process. The solicitation and related documents will be accessible online in Microsoft Office 97 format via NASA's Business Opportunities website, and offerors are responsible for downloading these materials and monitoring the site for any amendments. Prospective bidders are also required to notify the contracting office of their intent to submit offers.
