This contract is a solicitation by the Department of the Navy's Naval Supply Systems Command Weapon Systems Support office in Philadelphia, PA, for the repair and modification of a PS Assembly Housekeeping component under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), with solicitation number N0038324QD055. It is structured as a firm fixed price repair purchase order and governed by various standard federal acquisition regulations, including FAR Part 15 procedures. The contract incorporates multiple clauses on inspection, acceptance, equal opportunity, safeguarding sensitive equipment, the Buy American program, and requirements for accurate asset tracking and reporting in the Commercial Asset Visibility (CAV) system. The contract establishes strict terms for turnaround time, mandating that the contractor must complete repairs and obtain government inspection and acceptance within 119 days after the receipt of the asset. The contractor must also define monthly throughput capacities for each National Stock Number (NSN) and specify any throughput constraints. The induction period for repairs expires 365 days after contract award, and any assets received beyond this window require a bilateral agreement for repair authorization. The price per unit is contingent on meeting turnaround deadlines, and failure to do so subjects the contractor to negotiated penalty considerations. The solicitation also emphasizes acceptance of early and incremental deliveries, electronic issuance of contractual documents, and compliance with payment and quality requirements. The new due date for offers is extended to October 17, 2024, and the solicitation remains active with a closing response deadline of August 20, 2025. The primary point of contact for this contract is Christian M. Markle at NAVSUP WSS Philadelphia.

For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. The Contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs established in the subsequent contract. Required RTAT:###119 days after receipt of asset. Throughput Constraint: Contractor must provide a throughput Constraint for each NSN(s). Total assets to be repaired monthly after initial delivery commences X/month (contractor fill in #). A throughput of ##____ per month reflects no throughput constraint. Induction Expiration Date: 365 days after contract award date. Any asset received after this date in days is not authorized for repair without bi-lateral agreement between the Contractor and NAVSUP WSS Contracting Officer. Reconciliation: A reconciliation modification will be issued after final inspection and acceptance of all assets inducted under the subsequent contract. The parties have agreed to a price (shown on the schedule page) for each unit at the negotiated RTAT. Such prices are based on the Contractor meeting the RTAT requirements described within the schedule page. If the Contractor does not meet the applicable RTAT requirement, consideration will be assessed and subject to negotiation. ALL CONTRACTUAL DOCUMENTS (I.E. CONTRACTS, PURCHASE ORDERS, TASK ORDERS, DELIVERY ORDERS AND MODIFICATIONS) RELATED TO THE INSTANT PROCUREMENT ARE CONSIDERED TO BE "ISSUED" BY THE GOVERNMENT WHEN COPIES ARE EITHER DEPOSITED IN THE MAIL, TRANSMITTED BY FACSIMILE, OR SENT BY OTHER ELECTRONIC COMMERCE METHODS, SUCH AS EMAIL. THE GOVERNMENT'S ACCEPTANCE OF THE CONTRACTOR'S PROPOSAL CONSTITUTES BILATERAL AGREEMENT TO "ISSUE" CONTRACTUAL DOCUMENTS AS DETAILED HEREIN. Early and incremental deliveries accepted and preferred. This RFQ is for repair. This RFQ is in accordance with FAR Part 15. \
