U.S. Special Operations Command intends to award a sole-source contract to Rockwell Collins Incorporated for the procurement of five different Digitized Cockpit Components to support AH/MH-6 Mission Enhanced Little Bird aircraft. The acquisition includes Remote Readout Units, ASPP 253W-1, Control Display Units, Data Receptacles, and MFD 255M Display Units. Due to the fact that Rockwell Collins designed and manufactured these components and the government lacks the necessary specifications for open competition, the procurement will be conducted under FAR 6.302-1. The procurement strategy involves a combination of GSA and open market purchases, with all items required for delivery within six to twelve months. The solicitation was estimated for release on March 17, 2006, with terms specifying FOB Destination and a strict prohibition on suitable substitutes. While the government intends to negotiate with a single source, it provided a window for other capable firms to identify themselves prior to the final determination.
