The Naval Surface Warfare Center Crane Division intends to establish an indefinite delivery indefinite quantity contract with Avionic Instruments for the procurement of 60Hz Static Inverters, part number 1-002-01012-2109, intended for use in Special Projects Aircraft. This agreement is planned to span a five-year period and will be negotiated on a sole source basis under statutory authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The decision to restrict competition is based on the absence of detailed drawings, specifications, and test procedures, as well as the excessive time and cost that would be associated with reverse engineering the systems. Because this is a sole source procurement, no formal solicitation will be posted online, although responsible sources may still submit capability statements or proposals directly to the designated point of contact at NSWC Crane.

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into an indefinite delivery indefinite quantity (IDIQ) contract with Avionic Instruments, 1414 Randolph Ave., P.O. Box 498, Avenel, NJ 07001. The contract will cover a five-year period and include estimated quantities of 60Hz Static Inverters, P/N 1-002-01012-2109 for the Special Projects Aircraft (SPA). This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the systems. Since this is a sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC for information regarding this requirement is Ms. Kelly Goodman, Code CXMNWC, telephone +1 (555) 000-0000, fax +1 (555) 000-0000 or send a request via e-mail (E-MAIL preferred) to contact@example.gov. Please reference the above solicitation number when responding to this notice.

ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
