AI Contract Overview

The contract involves the procurement of a flight-critical part that requires engineering source approval by the designated design control activity to ensure its quality and integrity. Only previously government-approved sources possessing unique design capability, engineering expertise, and manufacturing knowledge can supply this part, as these sources retain essential technical data and manufacturing know-how not economically available to the government. Any alternative sources must undergo and meet rigorous qualification procedures, also approved by the cognizant government engineering activity overseeing the part’s intended use. Due to the critical nature of the item and limitations in available technical data, the government intends to solicit and negotiate with only one approved source under the authority of FAR 6.302-1, although all responsible sources may express interest or submit proposals within specified timeframes for consideration. The government emphasizes that if alternate source approval cannot be obtained in time to meet requirements, contracts may continue with the approved sources to support fleet needs. Potential suppliers not currently approved must submit detailed technical data consistent with NAVSUP Weapon Systems Support source approval brochures relevant to spares or repair, based on their experience with similar items, alongside their proposals. Failure to provide all required data will result in exclusion from contract award consideration. This presolicitation focuses on non-competitive procurement practices, excluding commercial item acquisition policies under FAR Part 12, and encourages interested parties to signal their commercial capabilities within the indicated timeframes. The contract, titled "16--Support Equipment" under solicitation N0038314RP025, is managed by the Navsup Weapon Systems Support office within the Department of Defense, with the point of performance location unspecified.
