This contract outlines a five-year Repair Basic Ordering Agreement (BOA) for fiscal year 2013, focusing on the repair of 25 line components related to the P3C USQ 78 Acoustic system. Lockheed Martin, located in Manassas, Virginia, is designated as the sole source and original equipment manufacturer (OEM) responsible for repairs, as they possess the exclusive capability, technical data, and rights necessary for these repairs. Because the components are flight critical and full technical data is not available to the government, only sources approved by the government can be considered for contract awards. Lockheed Martin remains the primary contractor due to its approved status and the critical nature of the items. Despite the sole-source designation, the contract allows other responsible sources to submit capability statements or proposals, which will be reviewed. However, potential new sources must obtain government approval prior to award by submitting technical data and repair qualifications according to guidelines in the NAVSUP WSS Source Approval Information Brochure. If approval cannot be secured in time to meet operational demands, awards will proceed with the currently approved source to ensure fleet support continuity. Questions regarding the contract can be directed to the Procuring Contracting Officer at the NAVSUP Weapon Systems Support office in Philadelphia.
