ItemFunction: Takes pre-cooled; pressure regulated bleed air through theturbine inlet and expands it. Runs it through the turbine rotor anddischarges it at a considerably reduced temperature. Material: VariousCRES, silicone, lead, aluminum, etc. This part requires engineeringsource approval by the design control activity in order to maintain thequality of the part. Drawing 16VY001 is a specification controldrawing. Vendor drawing 764828 has several drawings that areproprietary (511612, 511615). Drawing 16VY001 refers to specification16ZY001 which is not available in JEDMICS or MEDALS. Currently,Hamilton Sundstrand (73030) is the only known sources that can satisfythe Government requirements. An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the Program Director or Contracting Officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate Government Personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposal or in the source selection process.
