This contract is a presolicitation notice from the Department of the Navy, managed by Navsup Weapon Systems Support in Philadelphia, PA, for the supply of nine video converter units identified by NSN 1R-1680-016823694-EY and reference number EXT-HDVGA-3G-SC. The contract requires delivery FOB Origin and mandates that the item is flight critical, necessitating strict engineering source approval by the design control authority to uphold quality and maintain essential technical data integrity. The approved manufacturers possess unique design capability and technical knowledge that are not readily available to the government, making it crucial to source from these qualified suppliers to ensure part reliability and compliance with operational requirements. Acquisition from alternate sources is restricted, requiring extensive qualification per government procedures, which can be time-intensive and may not align with urgent fleet support needs. Only pre-approved sources have been solicited, though interested parties may request source approval following the guidelines provided in NAVSUP Weapon Systems Support Source Approval Brochures and must submit detailed technical data if proposing as a new supplier. Any proposals failing to comply with these requirements will not be considered. The contract specifies that award is contingent upon meeting strict qualification criteria, and while the government is not soliciting competitive proposals, received responses may influence future procurement strategy. The agency does not consider this procurement suitable for commercial item acquisition under FAR Part 12. Interested parties have up to 45 days from the synopsis publication to indicate interest or submit proposals, with the final award subject to the contracting office's discretion. For further information, primary point of contact is Kimberly Flores at the provided email and phone number.
