The contract involves the fiscal year 2009 orders to be placed under a Basic Ordering Agreement for the repair of spare repairable assemblies in the CAT/RADCOM System. Northrop Grumman Systems Corporation, based in Rolling Meadows, Illinois, is designated as the Original Equipment Manufacturer and the only approved source capable of performing full repairs on these specialized components. Key repair items include high-value electronic components and a synchro resolver, all of which are critical to flight operations. Because complete technical data and drawings are not available from the government, repair work cannot be fully competed, and government source approval is required prior to awarding the contract. Only the government-approved source — Northrop Grumman — has been solicited, and potential alternative suppliers must undergo a rigorous source approval process, including submission of relevant technical data as outlined in the Navy's Source Approval Information Brochure. This process takes considerable time and may not be completed in time to meet government requirements, which could result in awarding work based on fleet support needs without considering unapproved sources. The solicitation was posted by the Naval Inventory Control Point under the Department of Defense, emphasizing the importance of maintaining these critical components for naval aviation readiness.
