The NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is issuing a combined synopsis/solicitation for the repair of oxygen concentrators used in the E-2 Navy Weapon System, specifically targeting three units for the country of Japan. This effort requires the provision of labor, materials, and facilities to restore government-owned articles to operational conditions. Notably, the contract will be awarded to only one source, MISSION SYSTEMS DAVENPORT INC., as the government lacks the requisite data to conduct the repairs or produce the items independently. The procurement follows the authority of FAR 6.302-1, which justifies sole-source contracting under specific conditions. Despite not being a competitive request for proposals, the notice allows for interested parties to submit capability statements within five days of the notice date. All potential sources are advised that a determination by the government not to compete the contract remains at its sole discretion, underscoring the importance of obtaining Source Approval. The timeline for sourcing approval typically precludes any delay in contract award, necessitating that non-approved sources submit detailed information based on the NAVSUP-WSS Source Approval Information Brochure for Repair. The solicitation, identified under the number N0038325Q372C, has a response deadline set for May 19, 2025, and inquiries can be directed to Kristin Clemens at NAVSUP WSS Philadelphia. Further guidelines on submitting Source Approval Requests are available on the NAVSUP official website.
