AI Contract Overview

The contract is a proposed five-year requirements agreement for the repair of twelve specific items associated with the MORIAH system. These items are flight critical, and the government lacks sufficient, accurate, or legible data to procure them from any source other than those currently approved. Consequently, the solicitation limits offers to these previously approved sources, and any new source must obtain government approval before award, which typically involves submitting detailed technical data as outlined in NAVSUP Weapon Systems Support brochures. Failure to provide this documentation with the proposal will result in disqualification. If source approval cannot be granted in time, the government may proceed with award to maintain fleet support. This acquisition is conducted under a sole-source negotiation using the authority of FAR 6.302-1, meaning the contract will not be competed openly. However, the government invites all responsible sources to express interest by submitting capability statements or proposals within 45 days (or 30 days if under an existing Basic Ordering Agreement). The reviews of these submissions will help determine the necessity of competitive procurement. Although the contract does not follow FAR Part 12 for commercial item acquisition, interested parties may still notify the contracting officer if they believe they can fulfill the requirement with commercial items. The contract involves the Department of Defense’s Navsup Weapon Systems Support office, with a NAICS code identifying the industrial sector as electronic instrument manufacturing.

If your request for source approval is currently being evaluated at NAVSUP WSS submit with your offer a copy of the cover letter which forwarded your request for source approval. The NAVSUP WSS Commercial Item Identification Brochureis now available at: "https://www.neco.navy.mil/cib.aspx". The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotationsor capability statements. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30days if award is issued under an existing Basic Ordering Agreement (BOA) afterdate of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
