This contract action is for the procurement of one vented cylinder under NSN 7R-1720-012857190-EY, with delivery terms set as FOB Origin. Due to the flight critical nature of the part and the necessity of specific engineering skills and manufacturing knowledge, the government intends to solicit and negotiate with a single source under FAR 6.302-1. The approved source retains essential technical data and design capabilities that are not economically available to the government, meaning any alternate source must undergo a rigorous qualification process approved by the design control activity. Interested parties must be approved sources or submit the required documentation via the NAVSUP Weapon Systems Support Source Approval Information Brochures to be considered for award. While the government is not utilizing FAR Part 12 for commercial items, parties may identify their capability to provide a commercial item within 15 days of the notice. Proposals and capability statements must be submitted within 45 days of publication, though the government maintains full discretion on whether to conduct a competitive procurement based on the responses received.
