This contract represents the second modification to previous solicitations concerning the Architectural Evolution Plan (AEP) Positional Training Emulator (PTE), with prior references posted in December 2006 and February 2007. The primary change in this modification is the justification for the contract award. Initially, the contract was based on an "urgent and compelling need" to deliver the AEP PTE capability by Summer 2007, pursuant to specific federal regulations allowing for expedited sourcing. The modification adjusts this justification to assert that there is only one responsible source capable of meeting the agency’s requirements, effectively sole-sourcing the contract under a different federal acquisition regulation. The contract is managed by the Department of Defense, specifically the Sustainment Mcpnt Ssc/pkl office located at Peterson Air Force Base in Colorado. The solicitation number is Reference-Number-07-0326, and it falls under the NAICS code 336414, indicating it relates to guided missile and space vehicle manufacturing. Linda D. Vanish serves as the contract specialist and primary point of contact. This modification ensures the AEP PTE will be fielded by the targeted timeline in Summer 2007, addressing the military’s positional training needs through a sole-source procurement approach.
