BOOSTER ASSEMBLY,AI — 1680016997330 — N0038326QSC34
Solicitation # N0038326QSC34
Solicitation N0038326QSC34 is a request for quotations issued by NAVSUP Weapon Systems Support Philadelphia for the overhaul, upgrade, repair, testing, and inspection of Booster Assemblies (P/N 1680016997330, NSN 1680-01-699-7330). The primary objective is to return these flight-critical units to a Ready for Issue condition. The contractor is responsible for providing all necessary labor, facilities, materials, and tooling, as the government will not provide manufacturing aids. Key technical constraints include a prohibition on the use of MIL-W-81381 wire, requiring the use of SAE-AS22759 series wire instead, and a requirement for personnel to be certified to IPC/EIAJ-STD-001C if MIL-STD-454 is referenced. The contract mandates a rigorous quality management system compliant with ISO 9001 or SAE AS9100, with calibration meeting ANSI/NCSL Z540.3 or ISO-10012-1 standards. Contractors must maintain detailed historical record files for each serial number and submit all failure analysis and corrective action reports to the government. Specific protocols are established for Beyond Economical Repair determinations, Missing on Induction components, and Over and Above Repair efforts, all of which require written concurrence from DCMA and the Procuring Contracting Officer. Award will be made to a single, responsible, technically acceptable small business offeror based on technical acceptability and past performance evaluated via the DoD Supplier Performance Risk System. Because the items are flight-critical, government source approval is required prior to award. Deliverables must be preserved and packaged according to MIL-STD-2073-1 and marked per MIL-STD-129. Invoicing and receiving reports must be processed electronically through Wide Area Workflow.

NASA/JSC requires the fabrication of two Primary Oxygen Vessel test units for the Extravehicular Mobility Unit, specifically for integration into the PLSS 2.5 design verification and test unit. These vessels serve as critical oxygen storage for crew members during spacewalks. The government intends to procure these items from ARDE, Inc., utilizing a proprietary cryoforming process with CRES 301 stainless steel. This specialized manufacturing method creates a dual-phase microstructure that ensures high strength, fracture toughness, and Leak Before Burst capability, providing essential safety and weight savings for manned spaceflight. The procurement is being handled as a commercial item acquisition under FAR Part 12. Interested parties were invited to submit capabilities and qualifications by February 12, 2016, to determine if the procurement would be competitive. The contract is identified by solicitation number NNJ16573957Q under NAICS code 336415, with Ashley E. Harral serving as the Contract Specialist.

Full Description

NASA/JSC has a requirement for the fabrication of 2 Primary Oxygen Vessel (POV) test units for the Extravehicular Mobility Unit (AEMU). The POV is an oxygen storage vessel in the Portable Life Support Subsystem (PLSS) that is worn on the back of the Crew during Extra-Vehicular Activities (EVA) or spacewalks. These particular prototypes will be assembled into the PLSS 2.5 which is intended to serve as a design verification and test (DVT) unit for the PLSS. NASA/JSC intends to purchase the items from ARDE, Inc. The ARDE all-metal life support vessels are manufactured in cryogenically-hardened CRES 301. The cryoforming process is an ARDE-patented process, which affects a transformation of austenitic stainless steel into a dual-phase microstructure which is predominately martensite, but contains sufficient residual austenite to maintain high levels of fracture toughness and sub-critical crack growth resistance. This allows the cryogenically-hardened CRES 301 all-metal vessel to provide Leak Before Burst (LBB) capability in addition to the commonly-provided safe-life capability resident in spaceflight all-metal pressure vessels produced from alternative materials. In thin metal structures, the cryoformed material exhibits high strength (up to 240 ksi) with very high plane stress fracture toughness (260 ksi (in)^1/2) allowing this design approach to satisfy safety factor requirements while still providing weight savings. ARDE utilizes a proprietary chemistry material that is subjected to double vacuum melt in mill processing. This is controlled by ARDE specification AES 258. ARDE has produced these vessels from a large number of material heats for over 50 years and has established A-basis strength properties as well as fracture mechanics properties for the material that have been reviewed and approved by NASA for manned spaceflight use. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 12, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html .
