182d Airlift Wing Repair Base Fire Alarm System

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. All quotes provided shall be marked “Quote current until 30 September 2026.”

This solicitation, W50S7T-26-Q-A010 is being issued as a Request for Quotation (RFQ).

This solicitation is being posted as other than full and open, with a brand name requirement for Simplex (Johnson Controls) systems. The brand name justification will be posted with the solicitation.

This acquisition is not set-aside for small business concerns. The solicitation incorporates provisions and clauses by reference and may be accessed electronically at www.acquisition.gov . All clauses and provisions please see attached solicitation.

The Government intends to award one (1) award to one (1) contractor. The awarded Purchase Order (PO) shall be awarded with a one (1) year period of performance from 30 September 2026 to 29 September 2027.  

There will be an optional site visit 18 August 2026 at 1:00PM Central Daylight Time at the Peoria Air National Guard Base, Peoria Illinois.

1. Line Item 0001 -Node 1-  B536 CERFP Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
2. Line Item 0002 - Node 3 - B636 Security Forces Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
3. Line Item 0003 - Node 4 - B730 Engine Shop Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system Tie in existing Mass Notification Warning System (MNWS). 6. CLIN 0006 Node 7 - B530 POL Complex- Remove and replace existing fire alarm control panel (FACP). 7. CLIN 0007 Node 8 - B728 Base Supply- Remove and replace existing fire alarm control panel (FACP). 8. CLIN 0008 Node 9 - B280 Munitions- Remove and replace existing fire alarm control panel (FACP). 9. CLIN 0009 Node 10 - B836 Aerial Port- Remove and replace existing fire alarm control panel (FACP). 10. CLIN 0010 Node 11 - B528 Civil Engineer- Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system Tie in existing Mass Notification Warning System (MNWS). 11. CLIN 0011 Node 12 - B628 Headquarters- Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system Tie in existing Mass Notification Warning System (MNWS). Tie in existing Very Early Warning Smoke Detection system (VESDA) Tie in existing communications vault suppression / detection system. Tie in existing kitchen detection and suppression notification systems. All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636
12. CLIN 0012 Node 13 - B620 Recruiting- Install ethernet compatible communications package to recently installed FACP that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Upgrade existing addressable devices compatible with the new system Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
13. CLIN 0013 Node 14 - B820 Vehicle Maintenance- Remove and replace existing fire alarm control panel (FACP).Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
14. CLIN 0014 Node 15 - B541 Fire Department - Install ethernet compatible communications package to recently installed FACP that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Upgrade existing addressable devices compatible with the new system Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
15. CLIN 0015 Node 16 - B615 Lift Station - Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system. All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
16. CLIN 0016 Node 17 - B831 Pump House - Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system. All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
17. CLIN 0017 Node 20 - B835 Combat Comm Cold Storage- Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. 18. CLIN 0018 Node 21 - B630 Combat Comm / Army Band - Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636
19. CLIN 0019 B636 Node 22 Install TSW - Remove existing TSW from site Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Install new TSW with Windows11 platform or similar that is compatible with COINv3 standards. Install new graphics and user interface that have been approved by the COR or designated representative, that at a minimum includes a base map, building numbers and approved notifications. Install minimum 30 minute battery backup power supply for TSW to sustain device in the event of power service interruption.
20. CLIN 0020 B541 Node 23 Install TSW - Remove existing TSW from site Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Install new TSW with Windows11 platform or similar that is compatible with COINv3 standards. Install new graphics and user interface that have been approved by the COR or designated representative, that at a minimum includes a base map, building numbers and approved notifications. Install minimum 30 minute battery backup power supply for TSW to sustain device in the event of power service interruption.
21. CLIN 0021 Node 24 B320 - Comm/CRG - Remove and replace existing fire alarm control panel (FACP). Replace existing initiating devices with addressable devices, compatible with the new system Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
22. CLIN 0022 Node 25 - B634 Flight Operations - Install ethernet compatible communications package to recently installed FACP that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Upgrade existing addressable devices compatible with the new system Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
23. CLIN 0023 Node 26 - B837 Emergency Management - Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system. Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.
24. CLIN 0024 Node 27 – Hazmart - Remove and replace existing fire alarm control panel (FACP). Install ethernet compatible communications package that will be compatible with COINv3 standards to develop an infrastructure that meets current reporting requirements. Replace existing initiating devices with addressable devices, compatible with the new system Tie in existing Mass Notification Warning System (MNWS). All units will be installed, programmed and tested to ensure functionality and reporting back to the central stations located in B541 and B636.

(iii) Description of Requirement:

This is request for proposal for a construction to provide The Repair for Base Fire Alarm System for the Illinois Air National Guard (ILANG). The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to remove and replace existing fire alarm panels in various buildings throughout the base in accordance with UFC 3-600-01 and ANG ETL 15-01-03 standards. Remove and replace existing initiating devices with addressable units. Upgrade all communication devices from existing fiber between buildings to COINv3 ethernet compatible units. Replace existing TrueSite Workstations (TSW) with new, COINv3 compatible units. Replace existing TrueSite Workstations (TSW) with new COINv3 compatible TSWs with upgraded graphics and nomenclature. All units will be installed, programmed and tested throughout each facility and at each TSW. Fire alarm panels and workstations shall be manufactured by Simplex to ensure compatibility and interoperability with recently installed systems throughout the base.

(iv) Dates and Location: The period of performance will be 30 September 2026 through 29 September 2027. The location will be Peoria Air National Guard Base, Peoria Illinois.

All questions shall be submitted by 21 August 2026 at 1200 CDT. The government is not obligated to answer questions.

The submission of the documentation specified below will constitute the quoter’s acceptance of the terms and conditions of the description of requirement in the RFP.  Questions should be posted by the due date listed above.  It is the Government’s intention to award without discussion.  Vendors are encouraged to present their best Proposal and prices in their initial submission.  The Government reserves the right to hold discussions.

(vii) NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.

Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.

To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
