(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. All quotes provided shall be marked “Quote current until 30 September 2026.”



This solicitation, W50S7T-26-Q-A010 is being issued as a Request for Quotation (RFQ).



This solicitation is being posted as other than full and open, with a brand name requirement for Simplex (Johnson Controls) systems. The brand name justification will be posted with the solicitation.



This acquisition is not set-aside for small business concerns. The solicitation incorporates provisions and clauses by reference and may be accessed electronically at www.acquisition.gov . All clauses and provisions please see attached solicitation.



The Government intends to award one (1) award to one (1) contractor. The awarded Purchase Order (PO) shall be awarded with a one (1) year period of performance from 30 September 2026 to 29 September 2027.  



There will be an optional site visit 18 August 2026 at 1:00PM Central Daylight Time at the Peoria Air National Guard Base, Peoria Illinois.

(iii) Description of Requirement:


This is request for proposal for a construction to provide The Repair for Base Fire Alarm System for the Illinois Air National Guard (ILANG). The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to remove and replace existing fire alarm panels in various buildings throughout the base in accordance with UFC 3-600-01 and ANG ETL 15-01-03 standards. Remove and replace existing initiating devices with addressable units. Upgrade all communication devices from existing fiber between buildings to COINv3 ethernet compatible units. Replace existing TrueSite Workstations (TSW) with new, COINv3 compatible units. Replace existing TrueSite Workstations (TSW) with new COINv3 compatible TSWs with upgraded graphics and nomenclature. All units will be installed, programmed and tested throughout each facility and at each TSW. Fire alarm panels and workstations shall be manufactured by Simplex to ensure compatibility and interoperability with recently installed systems throughout the base.


(iv) Dates and Location: The period of performance will be 30 September 2026 through 29 September 2027. The location will be Peoria Air National Guard Base, Peoria Illinois.

Quotations shall be submitted prior to the closing date and time listed below.  All quotations shall be emailed to 1st Lt Nicholas Marzinzik at nicholas.marzinzik@us.af.mil and SSgt Emily Scully at emily.scully.1@us.af.mil. Quotations are due 31 August 2026 @ 12:00 PM CDT. *Acceptance via email*



All questions shall be submitted by 21 August 2026 at 1200 CDT. The government is not obligated to answer questions.



The submission of the documentation specified below will constitute the quoter’s acceptance of the terms and conditions of the description of requirement in the RFP.  Questions should be posted by the due date listed above.  It is the Government’s intention to award without discussion.  Vendors are encouraged to present their best Proposal and prices in their initial submission.  The Government reserves the right to hold discussions.



(vii) NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.


Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.


To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
