The U.S. Geological Survey's Southwest Biological Science Center requires two custom-built aluminum boats specifically designed for research and electrofishing on the Colorado River within the Grand Canyon National Park. These boats are proprietary to Waterman Welding & Machining, the sole manufacturer and developer of these custom vessels. Consequently, the government intends to award this contract noncompetitively under the applicable Federal Acquisition Regulations, recognizing Waterman Welding's unique capability to supply these boats. However, the solicitation allows other interested parties with the ability to provide these specialized boats to submit a capabilities statement for consideration by the closing date, ensuring all responsible sources can potentially compete if deemed suitable. The procurement will be conducted as a Firm-Fixed-Price contract and requires all participating firms to be registered in the System for Award Management (SAM). The announcement is not a formal Request for Quote but represents the only written notice of the procurement, emphasizing transparency and compliance with acquisition policies. The Department of the Interior, Office of Acquisition Grants-National, overseeing this contract, encourages any questions to be directed in writing via email to the specified Contracting Officer. The solicitation was publicly posted in May 2017 under NAICS code 333992, reflecting the specialized manufacturing sector relevant to this acquisition.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
