The North Carolina Department of Public Safety (DPS), Division of Emergency Management (NCEM), Hazard Mitigation Office is seeking to qualify highly skilled Prime Contractors to perform residential property acquisition and structure demolition services located across North Carolina. This work will be completed through the NCEM Hazard Mitigation program and includes, but is not limited to, project scoping, pre-construction services, construction/demolition activities, post-construction services, and closeout services of eligible structures.1.1 PREQUALIFICATIONThis RFPQ, by itself, is not a contract. It is merely the first part of a potential contract that will also include the individual Invitation to Bid (IFB), potential BAFOs (Best and Final Offers), and any other additional documents or amendments. Prequalified Prime Contractors will have the ability to bid upon residential construction services for projects administered by NCEM as the need arises.The intent of the RFPQ is to accept applications on an ongoing basis to establish a list of prequalified Prime Contractors. Applications shall be submitted in accordance with this RFPQ, and any addenda issued hereto.Vendors that have previously submitted applications for Prime Contractors for Residential Construction Services, under 19-RFPQ-1653309857-GSX, and have previously been qualified for acquisition and demolition services will not have to re-qualify under this RFPQ. All vendors qualified under the aforementioned RFPQ, or under this RFPQ will be required to reapply when the next Pre-Qualification Period is posted for Solicitation.
