The contract involves extending a high-end, professional-grade internet service for the Department of State's Embassy Bamako, requiring a dedicated, always-on fiber optic connection with unlimited usage. The service must provide a /28 subnet with static public IP addresses for VPN equipment, and the ISP interface should utilize LC fiber connectors supporting Gigabit multimode connectivity. The connectivity must ensure unfiltered, unrestricted access to all IP protocols, including ICMP, UDP, TCP, and IPSEC, without NAT or ISP firewall restrictions, and must permit the installation of customer VPN encryption devices. The service level agreement (SLA) should guarantee a packet loss of no more than 0.5% and 99.9% availability, with diverse routing from multiple entry points or providers if available, and avoid using equipment from ZTE, Huawei, Xiaomi, or their affiliates due to security restrictions. The contract emphasizes the importance of network security standards, querying the ISP about their infrastructure equipment, and reporting any concerns related to covered telecommunications equipment to the designated email. The extension is for a 6-month period, with a response deadline of March 1, 2025, and is part of a solicitation with the number 19ML2020C0002, managed by the Department of State in Washington.
