2 BW Command Post Phone System

The 2d Contracting Squadron at Barksdale AFB LA intends to award a Sole Source, Firm Fixed Price Contract to Unify Software and Solutions Inc. under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR 6.302-1(a)(2) & 13.501(a)(1)(iii). Market research was conducted and it has been determined that this is a sole source requirement IAW FAR 6.302-1. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Multiple awards will not be considered for this procurement. (handsets, microphones) via USB to any PC OpenStage 40 SIP phone Implementation & Professional Services Training The requirement is for the upgrade and migration of an existing HiPath system to an OpenScape Voice system and will utilize licenses and components previously purchased in order to reduce the acquisition cost. The aforementioned equipment has been identified as proprietary to Unify Inc., and unauthorized third party maintenance providers will not have the ability to provide software maintenance patches or releases for Unify's software. Additionally, unauthorized third party maintenance providers are prohibited from providing these services to Unify's direct customers without Unify's prior written authorization and therefore competition is not expected. The anticipated award date is after 30 June 2017. This is NOT a request for competitive proposals and no solicitation is available. No contract award will be made on the basis of this notice. "Notice: Funds are not presently available for this effort. No award will be made under this Special Notice until funds are available. The Government reserves the right to cancel this Special Notice, either before or after the closing date. In the event the Government cancels this special notice, the Government has no obligation to reimburse an offeror for any costs." Work accomplished under the direction of any other individual is not authorized and is accomplished at the sole liability of the contractor." This notice does not constitute a solicitation document. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the direction of the Government.
