NASA Langley Research Center intends to procure a 2-Head LASERGUIDE System from Assembly Guidance Systems under solicitation NNL16594297Q. This specific system is required to ensure compatibility with existing design software, ply cutting capabilities, and the ISAAC operation, as well as to leverage the existing training of Langley technicians. Utilizing a different system would result in a substantial duplication of resources, time, and research. Interested organizations were invited to submit their capabilities and qualifications by May 26, 2016, to determine if the procurement would be conducted on a competitive basis. The final decision to compete the effort remained at the discretion of the government. This acquisition is subject to NASA Clause 1852.215-84 regarding the Center Ombudsman.

Full Description

NASA/LaRC has a requirement for a 2-Head LASERGUIDE System. NASA/LaRC intends to purchase the items from Assembly Guidance Systems. NASA LaRC has a LASERGUIDE laser system currently in use and it is imperative the exact system is procured to mitigate design and compatibility issues. This is the only laser placement system that can be used since all of the research, analysis and planning has been done utilizing this product, and that is compatible with our design software and ply cutting capabilities. In addition, Langley Technicians are already trained in utilizing the Assembly Guidance product that is integral to the operation and programming of ISAAC. Months' worth of research, analysis and testing would need to be repeated if this laser placement system is not provided. It would take substantial duplication of resources and time for another source to provide the required system, and this additional expense is not expected to be recovered through competition. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 05/26/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
