Naval Sea Systems Command (NAVSEA) intends to award sole source Contract N00024-03-C-4303 with Northrop Grumman Corporation, Sperry Marine of 1070 Seminole Trail, Charlottesville, VA 22901-2891 for the procurement of 2 (two) AN/BPS'16(V)4 Radar Sets for Virginia Class submarines and two (2) AN/BPS'15K Radar Conversion Sets for SSGN Class submarines. This contract also includes options to procure six (6) additional AN/BPS'16(V)4 Systems and two (2) additional AN/BPS'15K Radar Conversion Sets. The award is to include engineering supplies, services, and support, as well as installation material. Sperry Marine is the original equipment manufacturer (OEM) and the sole producer of the AN/BPS - 15 and 16 (V) Radar Sets; therefore, no other firm possesses the technical expertise required to perform the work that will be required by the Government. This new contract will be issued pu rsuant to 10 U.S.C. 2304(c)(1). - Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements.
