The contract pertains to the FY2014 orders under Basic Ordering Agreement N00104-11-G-A101 for the repair of twelve National Stock Numbers (NSNs) related to maritime cable assemblies and electronic manifolds. DCX-CHOL Enterprises, New Vac Division, based in Chatsworth, CA, is identified as the sole Original Equipment Manufacturer (OEM) with complete repair capabilities, as government-held data and technical drawings are incomplete, making full and open competition unfeasible. The top high-value repair items include power cable assemblies, specialized cable assemblies, and electronic manifolds, with specific quantities anticipated per year. Due to the flight-critical nature of these items, government source approval must be obtained before contract award, and only previously approved sources have been solicited to ensure timely fulfillment. Prospective vendors not already approved must submit detailed technical and experience information in line with the Aviation Supply Office Source Approval Brochure to be considered. Offers lacking complete source approval documentation or proof of prior submission will not be evaluated. Since source approval processes can be time-consuming, contract awards may proceed with the current approved source to avoid delays impacting fleet support requirements. The solicitation was issued by NAVSUP Weapon Systems Support in Mechanicsburg, PA, and reflects ongoing government oversight to maintain quality and ensure mission-critical repair support through approved contractors.

If you are not an approved source you must submit, together with your proposal, the information detailed in the Aviation Supply Office Source Approval Information for Brochure for Repair available at https://www.neco.navy.mil under ‘Associated Links’. This brochure identifies technical data required to be submitted based on your company's experience in repair of the same or similar items. If your request for source approval is currently being evaluated at NAVSUP WSS, submit with your offer a copy of the cover letter that forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet government requirements, award of the subject requirement may continue based on Fleet support needs.
