The U.S. Geological Survey’s Upper Midwest Environmental Science Center is conducting a Request for Information (RFI) to gather market data regarding a potential procurement of a backpack electrofishing unit designed specifically for capturing sea lamprey ammocoetes. This device must feature a fully adjustable rate control with the capability to swiftly switch between slow and fast pulse rates using two switches on the anode pole. The fast switching is essential to effectively capture ammocoetes as they attempt to evade capture. The unit should produce a distinct bursted pulse train that optimally draws the lamprey larvae from their burrows. This RFI is intended solely for information gathering to assist in planning, with no solicitation or contract award currently in place, and responses are voluntary. Interested vendors are requested to submit capability statements, past performance information on similar equipment provided within the last three years, their small business status, contact details, and any additional relevant information by August 24, 2017. The NAICS code for this procurement is 334419, with a size standard of 750 employees. Submissions should be in PDF format, limited to 10 pages, and emailed to the designated USGS contact. The Government will not reimburse any costs related to the responses, and submissions will not be returned or result in notification of evaluation outcomes. This RFI includes FAR clause 52.215-3 and serves exclusively for market research and planning purposes without any binding obligation.

THIS IS REQUEST FOR INFORMATION (RFI) NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The US Geological Survey (USGS), Upper Midwest Environmental Science Center has a potential need for a backpack electrofishing unit that has the ability to allow the user to capture sea lamprey ammocoetes. The backpack electrofishing unit shall have a fully adjustable rate control that is easily and quickly switched from slow to fast pulse. The very specific bursted pulse train is the most effective at drawing ammocoetes from their burrows. The switching shall be done very quickly in order to ensure successful capture of the ammocoetes as they try to swim away to avoid capture. The unit shall have two sets of fully adjustable rate outputs controlled by two switches on the anode pole. Depressing the lower anode switch on the anode pole activates the slower rate and depressing the upper switch activates the faster rate. The North American Industry Classification System (NAICS) code is 334419 Other Electronic component Manufacturing and the size standard is 750 employees. All business concerns who believe they can provide this equipment should submit the following information no later than 3:00 pm MST on August 24, 2017: 1. A capability statement and literature describing equipment to match the requirement above. 2. Past performance information describing other contracts for the same equipment is listed above. Past performance information should be submitted for equipment provided within the last three years and include: project title, location, contract/subcontract dollar value, type of contract, and overall performance rating received. 3. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4. Point of contact information for vendor and D&B Number. 5. Any other information that will prove the vendor is capable of providing the required equipment. Submissions should be emailed to the attention of Tracy Meeker, at contact@example.gov. Responses should be limited to 10 pages (single-sided), via PDF. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, Request for Information or Solicitation for Planning Purposes, is incorporated by reference in this RFI. Responders to this invitation are solely responsible for all expenses associated with responding. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior for the removal and replacement of chilled, condenser, and heating water piping at the USGS Earth Resources Observation and Science Center in Sioux Falls, South Dakota. The scope of work includes installing new piping networks, updating pneumatic controls to electric actuators in the 1996 building addition, and ensuring the system can support the simultaneous operation of two York chillers at approximately 600 tons. The project requires a phased construction approach to ensure that facility offices and computer rooms remain fully operational, with a strict prohibition on weekend work. The period of performance is scheduled from November 4, 2026, to July 31, 2027. The government will award the contract using the Lowest Price Technically Acceptable process, evaluating offers based on firm-fixed-price reasonableness, technical approach, and past performance. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
