The U.S. Geological Survey is issuing a sole source purchase order to Frontier Precision for the procurement of unmanned remote systems designed for acoustic Doppler current profilers. Specifically, the Caribbean-Florida Water Science Center in Tallahassee will acquire two Stork Remote Systems tailored for TRDI Stream Pro and River Pro pontoon boats. Each system includes a power control box, two battery packs, two thrusters, and a remote handheld controller. These tools are essential for improving the efficiency and safety of discharge measurements, reducing physical strain on operators and supporting real-time discharge rating models used for flood and drought monitoring. This non-competitive award is authorized under FAR 12.102(a) because the Stork Remote System is uniquely designed to fit the specific dimensions and shapes of TRDI ADCP boats, with no other compatible vendor alternatives available. The period of performance is 60 days from the date of award, with a required delivery date of 30 days following the receipt of the purchase order. The acquisition is managed by the Reston Science Acquisition Branch of the Department of the Interior.

Full Description

The U.S. Geological Survey (USGS) has a requirement for a sole source Purchase Order with Frontier Precision for unmanned remote systems.

The period of performance of the resulting award will be 60 days after award.

The USGS, Cooperative Research Units in Reston, VA requests the purchase of remote operated boats critical for efficiently collecting discharge measurements with an ADCP, which in turn support the accuracy of our real time discharge rating models. These models directly serve the public, cooperators, and stakeholders who rely on dependable water data for planning, permitting, emergency response, and resource management.
Therefore, it intends to make a direct award to Frontier Precision, on a sole source basis under the authority of FAR Overhaul (RFO) 12.102(a).

This is not a request for competitive quotations or proposals but rather an intent to award sole source notification. Questions or concerns may be addressed to the Contract Specialist, Jonathan Wyatt at jonathan_wyatt@ios.doi.gov no later than 8/28/2026.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

1. Contracting Agency and Activity The Department of the Interior, United States Geological Survey (USGS), Reston Science Acquisition Branch.
2. Nature of Action Being Approved.
The U.S. Geological Survey (Caribbean-Florida Water Science Center, Tallahassee Field Office) requests award of a non-competitive purchase order to Frontier Precision. The delivery date is 30 days from the receipt of purchase order.
3. Description of Supplies or Services.
The USGS Caribbean Florida Water Science Center, Tallahassee Field Office, requests procurement of equipment for unmanned remote system for acoustic Doppler current profiler (ADCP).  The remote operated boat will allow users to make accurate discharge measurements efficiently in less time and reduce physical strain and exposure to heat related illnesses. This consists of 2 remote systems, one for each type of ADCP and pontoon boat, the TRDI Stream Pro and River Pro. Each remote system has a power control box and 2 battery packs, 2 thrusters, and a remote handheld to control the vessel. All this equipment will be purchased from the manufacturer of Stork Remote Systems for TRDI ADCP¿s by Frontier Precision.

4. Statutory Authority The proposed action may be awarded on a sole source basis under the authority of FAR Overhaul (RFO) 12.102(a).
5. Rationale Supporting Use of Citation in No. 5.
The Stork Remote System is specifically designed and fitted to the pontoon boat for the TRDI Stream Pro and River Pro. Each instruments boat varies in size and shape, and the thruster attachments are fitted to each boat specifically. No other vendors have remote boat attachments that will fit the TRDI ADCP pontoon boats. For these reasons, the purchase needs to be made with the manufacturer Frontier Precision.

6. The Efforts to Identify Additional Sources Including the Market Research Conducted.
Market research consisted of conducting internet searches and reviewing other known vendors and equipment of ADCP¿s. Other systems are costly and bulky and would require more work to carry extra gear. No other remote system or attachments were available that would not compromise the quality of streamflow data collection with a TRDI instrument.

7. Future Plans to Permit Competition.
Once we have obtained the Stork remote system, operators will be able to safely and efficiently make accurate discharge measurements, which in turn will support our real-time discharge rating models. The models serve the public, stakeholders and cooperators who rely on real-time data for flood and drought monitoring.

7G--GPS Bear Collars
Solicitation # 140G0126Q0212
The USGS Cooperative Research Units in Reston, Virginia, are seeking capabilities from vendors to supply GPS tracking collars for studying black bear movement ecology in South Carolina, specifically to analyze road-crossing behavior and habitat use in support of wildlife management and ecological research. The collars must meet strict technical specifications, including compatibility with both juvenile and adult bears within safe weight limits, GPS recording capacity of up to 365,500 positions, remote data transmission via Iridium satellite with unlimited daily updates, VHF beacon functionality, mortality and temperature sensors, a 3-axis activity sensor, field-replaceable batteries, and a virtual fence capability to dynamically adjust fix frequency based on location—prioritizing high-resolution data near road corridors to conserve battery life. Additional requirements include programmable GPS schedules with a minimum 5-minute fix interval, remote drop-off mechanisms, a stainless steel label plate, a two-year warranty on electronic components, and software compatibility with Windows 11 and mobile access. Iridium satellite service must be included and fully functional. This request is issued as a Request for Information under FAR 52.215-3 solely for market research and planning purposes and does not constitute a solicitation, offer, or commitment to award a contract. The government will not pay for responses or reimburse costs incurred. Responses are limited to a five-page capability statement containing company details, business type (with preference for small businesses including 8(a), HUBZone, veteran-owned, woman-owned, or service-disabled veteran-owned concerns), GSA Schedule applicability, approximate cost estimates, and at least three relevant past performance examples from the last three years. General brochures or non-specific information will not be accepted. Proposals are not permitted; only capability statements that directly address the outlined requirements are eligible. Responses must be emailed to Miranda Blankenship by 5:00 PM ET on July 17, 2026, with the subject line “RFI - USGS GPS Bear Collars.” The anticipated procurement, if initiated, is expected to be a firm fixed-price contract in fiscal year 2026 under NAICS code 334220, and the place of performance remains unspecified at this stage.
