The U.S. Army's Engineer Research and Development Center, specifically the Cold Regions Research and Engineering Laboratory, plans to issue a sole source procurement purchase order to MetOcean Data Systems Limited, based in Dartmouth, Nova Scotia, Canada. This order is a firm fixed price simplified acquisition under the authority of 10 U.S.C. 2304(c)(1) for six ice mass balance buoys. These buoys must meet specific performance standards including the ability to monitor ice thickness changes with an accuracy of 5 cm, determine whether thickness changes occur at the top or bottom of the ice sheet, and operate autonomously for up to three years without maintenance. Data transmission must occur via satellite as recovery of the instrument is not anticipated, and the devices must record and transmit comprehensive data every four hours. The instruments are designed for ease of installation, allowing personnel unfamiliar with the technology to deploy them without additional equipment, and must be operable in extremely cold environments down to -50 degrees Celsius. They need to be lightweight enough for two individuals to handle, continuously record data with GPS-accurate timestamps, and measure air temperature and sea level pressure with high accuracy. This procurement supports the Department of Defense’s ongoing research in cold regions, ensuring the acquisition of specialized, durable environmental monitoring equipment tailored to harsh Arctic conditions.
