AI Contract Overview

The US Army Corps of Engineers, San Francisco District, entered into a firm fixed price, single source contract to purchase a Universal Sonar Mount multi-beam arm for the survey vessel Cummings. This equipment is used to secure, deploy, and retrieve multi-beam systems. The procurement was conducted under FAR 6.302-1, as the agency determined that only one responsible source could provide the necessary equipment to meet their specific requirements. The decision to use a single source was based on the need for standardization with existing equipment to ensure compatibility and rapid transfer of systems between vessels. The Universal Sonar Mount was selected for its unique features, including electrical isolation for employee safety, a calibrated breakaway design to prevent damage from underwater strikes, and a specialized hinge option for easier maintenance and travel. Market research confirmed that the manufacturer is a small business and currently the sole provider of these specific products.

This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. DEPARTMENT OF THE ARMY SAN FRANCISCO DIVISION, U.S. ARMY CORPS OF ENGINEERS 1455 MARKET STREET, STE 1741 SAN FRANCISCO, CALIFORNIA 94103-1398 Control Number: 2014-17 SINGLE SOURCE DETERMINATION Justification and Approval 1. CONTRACTING AGENCY: US Army Corps of Engineers (USACE), San Francisco District (CESPN-CT) 1455 Market St., San Francisco, CA 94103-1398. 2. DESCRIPTION OF ACTION: This action is for a firm fixed price, single source requirement using fiscal year 2014 overhead funds to purchase a multi-beam arm for the USACE survey vessel quote mark Cummings quote mark . 3. DESCRIPTION OF SERVICE: This purchase is for a Universal Sonar Mount (USM) multi-beam arm, which is used to secure, deploy and retrieve multi-beam systems. 4. AUTHORITY CITED: FAR 6.302-1 (a)(2)(iii): For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B).) 5. JUSTIFICATION: We currently have two Universal Sonar Mount (USM) multi-beam arms, which are unique in specifications. Purchasing another brand multi-beam arm would cause incompatibility with existing multi-beam arms. The ability to quickly transfer multi-beams from one vessel to another without having to deal with the differences between manufactures is essential to ensuring we can respond in a timely manner. The USM multi-beam arm have unique features, which are not found on other multi-beam arms, they are: Electrically Isolated - protects employees from electrocution Calibrated breakaway design - features shear blocks which are sacrificial and allow the arm to swing up if it strikes an object underwater. Hinge option- Allows arm to be tilted up and rotated for travel or if it become necessary to work on the multi-beam head while out on the water. 6. EFFORTS TO OBTAIN AND MARKET RESEARCH: I contacted Universal Sonar Mount (USM) who is the manufacturer and is a small business and asked if they had any companies that were selling their products. They stated they did not have any at this time but were trying to find someone to sell their products. 7. EFFORTS TO INCREASE COMPETITION: Because we have standardized with USM multi-beam arms the ability to increase competition is nonexistent at this time. In the future when they have other companies selling their product we could increase the competition. 8. OTHER FACTS: None 9. DETERMINATION: I certify that this Single Source Determination is accurate and complete to the best of my knowledge based on the supporting data provided by technical or requirements personnel. Prepared by: Mark D Clark Title: Civil Engineering Technician 10.DETERMINATION: I certify that this Single Source Determination is accurate and complete to the best of my knowledge and belief. Approved by: Shirley A. Turnbo Title: Contracting Officer

Project Management and Technical Oversight SupportThe contract is for Project Management and Technical Oversight Support under a subcontract arrangement, aimed at delivering technical and administrative assistance related to reporting, scheduling, and coordination efforts with the U.S. Army Corps of Engineers within an IDIQ task order framework. The work will focus on ensuring seamless alignment with USACE requirements through structured project oversight, data management, and timely communication channels. The North American Industry Classification System code 541611 indicates that the services fall under Management Consulting Services, suggesting a primary emphasis on advisory and operational support rather than direct construction or engineering execution. The contract was posted on June 17, 2026, and is administered by the W075 Endist San Francisco office under the Department of Defense, though specific performance locations, point of contact details, and set-aside classifications are not provided. There is no defined place of performance listed, indicating potential flexibility in where the work may be performed, possibly including remote or distributed operations. The absence of a solicitation number suggests this may be a follow-on or non-competitive subcontract under a broader existing agreement. The contract's structure implies ongoing support duties tied to multiple task orders, requiring adaptability, compliance with federal reporting standards, and consistent collaboration with a major federal agency.
