Tactical Communication Systems - Procurement, Services & Sustainment (TCS-PSS) Call for Solutions
Solicitation # CSO-ARMY-TCS-PSS-2027
The Department of the Army is establishing a 10-year enterprise acquisition framework for Tactical Communication Systems Procurement, Services and Sustainment (TCS-PSS). This initiative aims to streamline the procurement, testing, fielding, and lifecycle sustainment of legacy and emerging transport hardware and software to support Next Generation Command and Control. The government seeks a combination of single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and Other Transactions (OTs) to deliver resilient, interoperable systems that meet NSA High Assurance or SBU-E encryption standards. A critical requirement of the framework is the implementation of Post-Quantum Cryptography compliant algorithms with NIST validation required by December 31, 2030. Interested vendors must adhere to strict security protocols to access Controlled Unclassified Information, including the submission of an approved DD Form 2345, CAGE Code, Joint Certification Program number, and signed Non-Disclosure Agreements. The current timeline requires all questions and comments to be submitted via the designated Microsoft Forms link by November 4, 2026, with final white papers due by December 3, 2026. This effort is managed under NAICS code 334220 and is led by the Capability Program Executive Command and Control Information Network.

The Program Acquisition Executive Marine Corps, through the Program Manager Tactical Communications and Electromagnetic Warfare Systems, has issued Request for Information M67854-26-I-2023 to conduct market research for Own Force Monitoring/Sensing (OFM/S) capabilities. This effort specifically focuses on Own Force Monitoring at Echelon (OFM-E), seeking vehicle- or command post-mounted systems that provide real-time awareness, passive analysis, and monitoring of electromagnetic spectrum signatures. The goal is to enable Marine Corps units to establish baseline emissions, detect anomalies, and enforce emission control and signature management to enhance operational security and survivability in contested environments. The government is seeking Commercial Off-The-Shelf or Non-Developmental Item solutions with a Technology Readiness Level of 8 or 9 that are aligned with the Sensor Open Systems Architecture and integrate with the Command Control Computer/Electromagnetic Battle Management System. Interested businesses under NAICS code 334220 are invited to submit information packages by October 29, 2026. Responses must be limited to 20 pages and include an executive summary, a specification compliance matrix, device specifications, and detailed data regarding production capacity, reliability, and lifecycle support. The government is particularly interested in the availability of Level 3 Production Level Technical Data Packages and the ability of vendors to provide new-equipment training. This RFI is for informational and planning purposes only, does not constitute a solicitation for bids, and does not obligate the government to award a contract or reimburse companies for provided information. Pre-Solicitation Site Visit: Leavenworth Redundant Core Project
Solicitation # Leavenworth_Redundant_Core
The Federal Bureau of Prisons is conducting market research via a Sources Sought Notice for the design, installation, testing, and commissioning of a Redundant Core Radio System at FCI Leavenworth in Kansas. This project aims to establish a fully interoperable backup for the enterprise radio network, providing operational continuity for the FCC Victorville and FCC Allenwood locations. The scope of work includes the construction of a 100-foot self-supporting radio tower compliant with ANSI/TIA-222 standards, a hardened equipment shelter with UL-752 firearm-rated walls and ASTM HMMA 863 Grade 1 security doors, and a 10-foot perimeter fence with barbed wire. The system must support P25 Phase II trunked radio systems, maintain backward compatibility with legacy Smartnet systems, and ensure interoperability between LTE and non-LTE subscribers. Technical requirements specify that all delivered radios must include GPS capability and meet AES-256 and FIPS 140-2/3 encryption standards. The installation must comply with NIST cybersecurity frameworks, DOJ-02, FISMA, FedRAMP, and CJIS standards. Performance will be validated through Factory Acceptance Tests prior to shipment and Site Acceptance Tests at the institution. The project has a performance period of 720 calendar days from the Notice to Proceed. Interested vendors are encouraged to attend a site visit on November 5, 2026, provided they submit required NCIC background check forms by October 28, 2026. The government is requesting capability statements and feedback on the Statement of Work, including experience with secure communications infrastructure and core-level integrations, to inform its final acquisition strategy.

USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
