Solicitation # N0010426QFE07
This contract pertains to the procurement of a 1 1/2 inch 90-degree, 700 PSI elbow designated as SPECIAL EMPHASIS Level I material due to its critical role in a shipboard system, where failure could result in catastrophic outcomes including loss of life or the ship. The item must strictly conform to Newport News Drawing 257003 and relevant military and industry specifications including MIL-C-15726 and MIL-C-24679 for alloy C71500 material. Rigorous quality controls are mandated, requiring full traceability from raw material through fabrication to final delivery, with mandatory chemical and mechanical certification, dye penetrant inspection, and non-destructive testing of welds. All certifications must include electronic signatures that are uniquely authenticated, traceable, and unqualified in their compliance statements, with no disclaimers permitted. Documentation must be submitted via WAWF to Portsmouth Naval Shipyard with specific routing codes and an email notification, and no material may be shipped until formal acceptance is received. The contractor must maintain a quality system compliant with ISO-9001 and ISO-10012 or alternatively MIL-I-45208 and MIL-STD-45662, subject to government inspection at source. All welding and brazing procedures, personnel qualifications, and filler metal certifications must be pre-approved and documented in electronic format. Traceability is enforced through permanent marking on each component, with controls to prevent commingling, loss, or removal of identification during processing. Subcontractors are bound by the same stringent requirements, and the prime contractor must actively monitor and validate their compliance. The solicitation is subject to Emergency Acquisition Flexibilities, with a submission deadline of June 18, 2026, and final delivery of material must occur within 365 days. Revisions to specifications are permitted under ECDS CSD155 listings, and electronic data submissions are required through the ECDS portal using PKI-enabled CAC credentials. The government retains full configuration control, and any proposed changes must be submitted as Engineering Change Proposals with complete life-cycle cost impacts. Delivery schedule compliance, zero-defect inspection criteria, and strict adherence to Buy American and Mercury-Free requirements further govern this procurement.

48--VALVE FUEL, IN REPAIR/MODIFICATION OF
Solicitation # N0010426QUB45
The Government intends to award a sole-source contract under FAR 6.302-1 to repair 35 valve fuel units with part number 313619902-358OR07482 L34353P02, using NSN 7H-4810-015167303, through Woodward Inc. at Cage Code 7LLB9 in Fort Collins, Colorado. The action is non-competitive due to the Government lacking ownership or rights to the necessary technical data, and reverse engineering or acquiring such data is deemed uneconomical. Delivery is FOB origin, and the contract type will be either firm-fixed price or not-to-exceed. This notice is not a solicitation for competitive quotes, but responsible sources may submit capability statements or quotes within 45 days of publication, or 30 days if under an existing Basic Ordering Agreement, to allow the Government to evaluate potential competition. Market research confirms that commercial item acquisition policies under FAR Part 12 do not apply, though interested parties may indicate within 15 days if they can satisfy the requirement with a commercial item. Technical documentation supporting this part is not available through DODSSP or ASSIST-Online, and the requirement is managed under NAICS code 811310 by the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania. All submissions must be received by the deadline of May 26, 2026, and the contracting officer can be contacted for further information.
