The Department of Transportation's Maritime Administration (MARAD) plans to award a firm fixed price contract for the procurement of two specially configured marine sanitation device units from Smith & Loveless, Inc.: one D-5S model for the Golden Bear and one D-6S model for the State of Maine. The solicitation, identified as DTMA4Q08049, is scheduled for issuance around July 11, 2008, with deliveries expected by the end of November 2008. Both units will be based on FAST quote F-4215B but modified to include a Spencer aeration blower and a standby Roots blower, reduced media tank height, additional lifting lugs, and the deletion of the pump station interlock and water makeup system. Each unit will feature the FAST standard 3-station float switch, discharge pump controls with protective isolating relay, and all necessary valves for blower operation to ensure reliable and automated function. The units, designated as D-5S and D-6S where “S” stands for special, will be produced to marine standards with separate media tanks and machinery modules, fully assembled, wired, and factory tested before shipment. The Roots blower is designed to supply higher pressure air for scouring without using ship’s air, and also serves as a backup to the primary Spencer blower. The blower assembly includes all requisite components such as electric motors, vee drives, relief valves, silencers, and motor starters. The configuration allows for the Roots blower to be mounted either on the machinery module or remotely on a separate channel foundation, depending on available space upon the Contracting Officer’s Technical Representative’s (COTR) instruction. Final delivery locations are the MARAD warehouse in Alameda, California for the D-5S, and the Maine Maritime Academy in Castine, Maine for the D-6S.
