The Naval Sea Systems Command plans to award a sole source modification under contract N00024-06-C-6248 to Kollmorgen Corporation for the supply of up to four Photonics Mast System spares, one Photonic Mast Variant, and shipping containers to support the Photonics Mast Program. This program provides an electro-optical replacement for conventional periscopes, specifically designed to support the Virginia Class submarine platforms from fiscal years 2009 through 2013. Kollmorgen’s Electro-Optical Division is uniquely qualified to perform this work due to its specialized knowledge and experience with the system, which helps avoid duplication of effort and prevents delays in the operational availability of the submarine fleet. The award is justified under the authority of 10 U.S.C. 2304 (c)(1), which allows for a sole source contract when only one responsible source can meet the requirements. This sole source approach is necessary because no other suppliers can provide the needed goods or services without considerable inefficiencies or unacceptable schedule impacts. The contract relates to the NAICS code 334511, focusing on electronic component manufacturing, and is part of the continuing effort to enhance the operational capability of the Virginia Class submarines through advanced photonics technology.

This synopsis serves as a revision to the synopsis posted on 29 July 2008. The Naval Sea Systems Command intends to award a sole source modification under Contract N00024-06-C-6248 to Kollmorgen Corporation, 347 King Street, Northampton, MA 01060-2390. This requirement is for up to four (4) Photonics Mast System Spares, one (1) Photonic Mast Variant, as well as shipping containers for the sensor unit, in support of the Photonics Mast Program (PMP). The PMP System is an electro-optical replacement for conventional periscopes to support the FY09-FY13 Virginia Class Platforms. Only Kollmorgen Corporation, Electro-Optical Division, possesses the in-depth knowledge and experience of the system necessary to accomplish the work without substantial duplication of cost to the United States and unacceptable delays to the operational availability of the Submarine Fleet. The additional effort will be awarded pursuant to 10 U.S.C. 2304 (c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. Note 22.
