All project activities must occur outside the United States and its territories, and teams may include alumni from different exchange programs and countries, though U.S. citizens cannot lead applications though they may participate as team members. Applications opened on April 4, 2022, and closed on April 24, 2022, with decisions expected no later than May 5, 2022, and projects must be completed within 12 months of award. Only exchange alumni are eligible to submit applications; organizations such as NGOs, think tanks, or academic institutions may act as implementing partners but cannot apply in their own name. Cost sharing is not required, and while individuals do not need SAM.gov registration, any partnering organization must be registered and committed to non-discrimination and equal opportunity practices across all beneficiary groups.
