NEW - Air Force Installation and Mission Support Center (AFIMSC) Streamlining Procurement for Effective Execution & Delivery (SPEED) Commercial Solutions Opening (CSO)
Solicitation # FA890326SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO) to rapidly acquire innovative commercial items, technologies, and services. Operating as a blanket vehicle from September 1, 2025, through August 31, 2030, the SPEED CSO utilizes a multi-spiral evaluation process to identify solutions that close capability gaps across various Areas of Interest (AoIs). These interests include BRAC portfolio management, data science frameworks, resilient expeditionary facility prototypes, RF spectrum monitoring, and the modernization of Civil Engineer IT systems. The program is open to all interested vendors, including small businesses and non-traditional defense contractors, and allows for awards via FAR Part 12 Commercial Item Procedures or Other Transaction (OT) agreements under 10 USC 4022. The acquisition process is designed for agility, requiring initial submissions in the form of short solution videos or concise written briefs. Technical proposals are evaluated based on the merit and risk of the approach, the realism of the performance schedule, and the fairness of the proposed price. Security requirements vary by project, with some necessitating Tier 1 or Tier 3 clearances and compatibility with NIPR and SIPR environments. All awarded entities must be registered in the System for Award Management (SAM) and utilize the Wide Area Work Flow (WAWF) system for invoicing. Performance for individual awards is determined by the specific AoI call, though the overall vehicle allows for performance to extend up to 12 months beyond the formal ordering period.

AFTAC Commercial Solutions Opening (CSO) 2024
Solicitation # FA702224SC001
The Air Force Technical Applications Center (AFTAC) has issued Commercial Solutions Opening (CSO) solicitation FA702224SC001 to acquire innovative commercial technologies that support nuclear treaty monitoring and the counter-proliferation of weapons of mass destruction. This competitive solicitation, conducted under FAR 6.102 and DFARS Subpart 212.70, seeks solutions across eight specific topic areas: geophysics and seismology, atmosphere and space, directed energy weapons, nuclear and nuclear-related materials analysis, materials modeling and analysis, enterprise-wide integration and architecture modernization, enterprise asset and lifecycle management improvements, and high-performance secure cloud computing and DevOps solutions. Awards may be granted as traditional contracts or other transactions under 10 U.S.C. 4022, with all acquisitions treated as commercial items. The solicitation employs a two-phase selection process based on technical merit, importance to agency programs, and funding availability. In Phase I, offerors submit a quad chart and a white paper of no more than five pages for peer or scientific review. Only invited offerors proceed to Phase II, which requires a detailed technical proposal, a statement of work, and a price proposal. Proposed projects must not exceed a five-year period of performance, with an estimated start date approximately 90 days after proposal submission. Evaluation emphasizes the technology readiness level (TRL) of the proposed solution, and the government maintains strict confidentiality and non-disclosure protections for all proprietary data and source selection information.

DARPA's Commercial Solutions Opening (DCSO) for Commercial Strategy
Solicitation # HR001126RE007
The Defense Advanced Research Projects Agency (DARPA) is soliciting Commercial Solutions Proposals (CSPs) under solicitation HR001126RE007 to transition DARPA-funded research and development into practical military and civilian capabilities. A central component of this effort is the Embedded Entrepreneurship Initiative (EEI), which aims to pair technical performer teams with experienced business talent to accelerate commercialization, reduce business risk, and attract private investment. The program focuses on developing value propositions, conducting competitive and techno-economic analyses, and creating comprehensive commercialization and intellectual property strategies. Offerors may also propose an optional Minimum Viable Product (MVP) plan to demonstrate utility and market entry. The government may award either a fixed-price FAR-based procurement contract or an Other Transaction (OT) for Prototypes under 10 U.S.C. 4022. While there is no formal ceiling, DARPA highly encourages base proposals to be limited to 350,000 dollars or less to expedite the evaluation and award process. Proposals are evaluated based on their potential contribution to the DARPA mission, commercialization readiness, and price fairness, though they are not ranked against one another. Key requirements include the identification of a qualified Embedded Entrepreneur as the sole key personnel, registration in the System for Award Management (SAM), and maintenance of CMMC Level 1 certification. All proposals must be submitted in unclassified format to [email hidden] by April 30, 2027.

Air Force Installation and Mission Support Center (AFIMSC) STREAMLINING PROCUREMENT FOR EFFECTIVE EXECUTION & DELIVERY (SPEED) Commercial Solutions Opening (CSO)
Solicitation # FA800325SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO), solicitation number FA8003-25-S-C001. This open, blanket CSO operates from September 1, 2025, to August 31, 2030, and is designed to facilitate the competitive procurement of innovative commercial items, technologies, and services. The program utilizes a multi-spiral solicitation process involving Area of Interest (AoI) calls, where the government seeks innovative solutions to meet specific Air Force needs. A notable example is the AFCEC CE IT Portfolio Optimization initiative, which seeks IT solutions to improve portfolio rationalization, cybersecurity, and data governance for the Air Force Civil Engineer Center. The CSO is a full and open acquisition available to small businesses and non-traditional contractors. Awards may be made as fixed-price contracts under FAR Part 12 or via Other Transaction Authority (OTA), with the Contracting Officer reserving the right to negotiate terms and payment conditions. Evaluation is based on pass/fail gates regarding the technical approach, performance schedule, and price reasonableness. Submissions for AoI calls may take the form of a five-page written brief or a five-minute video. The majority of work is expected to be performed at non-government facilities, though some efforts may require access to DoD installations and networks. All offerors must be registered in the System for Award Management (SAM) and possess a Unique Entity ID (UEI) to be eligible for award.

The Joint Special Operations Command (JSOC) has assembled two (2) versions of the 2023 Technology Interest Items list: a SECRET list and a subset at the UNCLASSIFIED level. Both lists will be available for release in the July 2023 timeframe. SYNOPSIS: 2023 Technology Interest Items List A. INTRODUCTION: This notice is NOT a Broad Agency Announcement (BAA), solicitation for proposals, proposal abstracts, or quotations. The JSOC mission is to conduct studies; training; exercises; research, development, testing, and evaluation; and acquisition and procurement to ensure interoperability among Special Operations Forces (SOF), general purpose forces, and interagency and foreign partners. JSOC has assigned and attached subordinate units and may deploy to support Geographic Combatant Commander's training, exercises, activities, and operations. It is JSOC's desire to inform and influence industry's internal investment decisions in areas that address SOF's most sensitive and urgent interest areas. Many in industry have demonstrated expertise, capacity, funding, and a desire to better understand and invest in SOF unique interest areas. Factors that make this unique collaboration opportunity attractive include: 1) Increasing Military Budget Austerity - SOF is a judicious transition partner whose future resourcing is among the most well-preserved of the military services. It is JSOC's desire to improve collaboration in an era where budget austerity tends to erect barriers to open communication. 2) Intellectual Property (IP) - The commercialization of dual-use (government/ commercial) technology can reduce costs to the government, but government contracting IP clauses can restrict industry's ability to capitalize on their own IP. Our proposed collaboration model preserves and protects industry's ownership of their intellectual property. Why does it matter? The technical advantage of US Special Operations is both critical and time sensitive. The time involved in the formal Requirements, Contracting and Acquisition processes can delay the identification, development, demonstration and fielding of cutting-edge capabilities and negatively affect that technical advantage. Teaming with problem solvers early can mitigate process delay and help SOF maintain our technical advantage and provide our industry partners with unique insight. B. OBJECTIVE: The purpose of this Special Notice is to: 1) provide Industry with information needed to obtain copies of the 2023 Technology Interest Items list in order to help focus industry research and development decisions toward JSOC's unique interests; and 2) briefly discuss various ways of industry engagement with Special Operations Command (SOCOM) and JSOC. The Technology Interest Items list includes multiple interest items in each of the following categories: Advanced Analytics (AA) Command and Control/Mission Planning Communications Contested Area Situational Awareness Contested Communications Electronic Warfare (EW) Intelligence, Surveillance and Reconnaissance (ISR) Joint All-Domain Command and Control (JADC2) Logistics Meteorology and Oceanography (METOC) Military Free Fall (MFF) Power and Energy (P&E) Scalable Effects Engagement (SEE) Signature Management (SM) Situational Awareness (SA) Soldier Survival (SS) JSOC plans to provide industry representatives with several engagement options including, but not limited to, submitting responses to the SOCOM Broad Area Announcement (BAA), submitting applications to participate in SOCOM Technical Experimentation (TE) events, and entering into a Cooperative Research and Development Agreement (CRADA) with SOCOM/JSOC. JSOC does NOT anticipate issuing Requests for Proposals and/or awarding contracts as an immediate result of this Special Notice. C. DISTRIBUTION OF THE 2023 TECHNOLOGY INTEREST ITEMS LIST: The Unclassified 2023 Technology Interest Items list will be available for download from the Vulcan website located at: https://vulcan-sof.com. Vulcan is a web interface and automated tech scouting tool to streamline efforts across the enterprise to discover and enable the sharing of vendor technologies within the SOF enterprise. If you experience issues with the Vulcan site or have any issues downloading the Unclassified Technology Interest Items list, contact the Vulcan Help desk at contact@example.gov. Those individuals requesting the classified list should send an email to contact@example.gov. Classified copies of the list will NOT be mailed and will only be emailed on a case-by-case basis. D. SPECIAL NOTICE: JSOC will utilize contractor consultant/advisors to assist with the distribution of the 2023 Technology Interest Items list. All advisors comply with procurement integrity laws and sign non-disclosure agreements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data. Contractor consultant/advisors will also be involved in follow on collaboration with selected industry partners, including managing and maintaining websites/databases and other tasks JSOC assigns.
