2024-2029 Housing Element Update and Safety Element Update IS/ND

The City of Sonora is updating its Housing and Safety Elements of the General Plan to comply with current state laws, ensuring alignment with other general plan components and addressing recently enacted legislation. The Housing Element Update assesses the city’s housing needs across all income levels, identifies challenges, and establishes measurable goals and policies for the preservation, improvement, and development of housing over the 2024–2029 period. The Safety Element Update evaluates natural and human-caused hazards—including climate change and wildfire risks—and outlines strategies to reduce potential injury, death, property loss, and community hardship through updated goals, policies, and actionable mitigation measures. Both updates are policy-driven and do not involve any physical development or construction. The project was processed under the California Environmental Quality Act (CEQA) and determined to have no significant environmental impact, resulting in the adoption of a Negative Declaration. No construction, physical delivery, or product shipment is involved; all deliverables are planning documents requiring regulatory compliance, public availability, and official adoption by the city. Fees totaling $3,161.50 were paid for environmental review and filing but are not part of a procurement contract for services. The lead agency, the City of Sonora, oversees all aspects of compliance, review, and approval with no formal contracting officer, COR, COTR, or federal acquisition clauses involved. The project is governed solely by state planning and environmental law, with all activities centered at the city’s offices in Sonora, California.
