Eligible applicants include states, U.S. territories, federally recognized tribal governments, and local governments. The program focuses on three primary objectives: building capability and capacity for future risk reduction, implementing localized flood risk reduction projects, and executing individual flood mitigation projects. Cost sharing is required for these awards, and the projected period of performance is 36 months from the date of the award. Applications must be submitted via the FEMA GO portal by February 26, 2027, at 3:00 p.m. Eastern Time. Applicants are required to maintain an active SAM.gov account, a Unique Entity ID (UEI), and an Employer Identification Number (EIN). Evaluation is based on specific scoring factors, including the number of substantially damaged structures and active NFIP policies. Recipients must comply with the Build America, Buy America Act for infrastructure materials and adhere to strict environmental and historic preservation reviews. Performance is measured by targets including the selection of over 500 NFIP-insured properties and the avoidance of more than 900 million dollars in flood losses.

New Hampshire Clean Diesel Program
Solicitation # DES 2026-10
The New Hampshire Clean Diesel Program, administered by the Department of Environmental Services, is a solicitation for competitive grant applications to fund diesel emissions reduction projects within the state. With approximately 1,000,000 dollars available, the program operates on a rolling monthly basis to provide partial reimbursement for eligible projects. Eligible activities include the installation of EPA-certified remanufacture systems, EPA-verified idle reduction technologies, aerodynamic technologies, and low rolling resistance tires. A critical requirement for replacement projects is the permanent scrappage of old diesel units, which must be disabled by drilling a three-inch hole in the engine block and cutting through the frame rails. Additionally, electric vehicle supply equipment and certain idle reduction technologies must comply with Build America, Buy America sourcing requirements. Applications are evaluated using a 100-point scoring system, with bonus points available for alternative fuel use and projects benefiting priority New Hampshire communities. Non-profit and private entities must first pass a preliminary assessment by achieving a minimum impact score of four out of five regarding public and economic benefits. Because this is a partial reimbursement program, awardees must cover all project costs upfront and provide proof of payment to receive funds. Once awarded, replacement units must remain in service for at least five years to avoid potential reimbursement of the grant to the state. Recipients are also subject to a reporting schedule consisting of quarterly reports for two years followed by three annual reports.

The City of Newport Beach is soliciting proposals for the 2024 Newport Harbor Shallow-Water and Deep-Water Eelgrass Survey under solicitation number 24-79. The project requires the depiction and quantification of Zostera marina and Zostera pacifica to track distribution trends and determine allowable temporary impact amounts for routine maintenance dredging under Regional General Permit 54. These surveys are conducted on two-year and four-year cycles to ensure compliance and assess the overall health of the harbor's eelgrass populations. In addition to the eelgrass assessment, the selected contractor will implement detailed survey techniques to identify and manage Caulerpa prolifera, an invasive green alga. Because Newport Harbor is currently classified as an infested system, this effort supports the Southern California Caulerpa Action Team in its goal of eradication. Proposals for this SLED organization project must be submitted by June 13, 2024.

Full Description

The City of Newport Beach (City) is requesting proposals to survey shallow-water (Zostera marina) and deep-water (Zostera pacifica) eelgrass within Newport Harbor in Newport Beach, California. The City is required to survey shallow-water and deep-water eelgrass distribution in the harbor every two and four years, respectively. Shallow-water eelgrass is surveyed within three zones (based on eelgrass presence and variation in overall abundance). Under the City’s Regional General Permit 54 (RGP 54), each zone is allowed small amounts of temporary eelgrass impacts every year resulting from routine maintenance dredging activities. Every two years, a comprehensive harbor-wide survey is conducted to track eelgrass distribution in relation to these established zones and to assess long-term eelgrass trends within the Harbor. Every four years, a focused deep-water eelgrass survey is performed to help assess the harbor’s overall eelgrass health and total quantity. The objective of the 2022 eelgrass survey is to provide a depiction and quantification of both shallow and deep-water eelgrass within the Harbor. This detailed assessment will directly influence the allowable temporary impact amounts under the City’s RGP 54 for the three zones for the next two-year period beginning in 2025.Additionally, Caulerpa taxifolia is an invasive green alga that was eradicated from two California locations after it was discovered in 2000. Following these events, the California Department of Fish and Wildlife and NOAA Fisheries developed the Caulerpa Control Protocol0F1.Caulerpa prolifera was found in 2021 in Newport Harbor, so the harbor is therefore considered an “infested system” until eradication is achieved. The City participates in the Southern California Caulerpa Action Team (SCCAT) composed of representative local, state, and federal agencies to effectively manage the infestation by implementing surveys and removing Caulerpa from the system. As part of the City’s support towards removal of the invasive algae, the City is incorporating more detailed survey techniques as part of this RFP.
