The contract involves providing program and financial management, project management, planning, scoping, conceptual design, utility coordination, and preliminary right-of-way coordination services for the proposed 2024 1% Transportation Sales and Use Tax initiatives in Beaufort and Jasper Counties. These services are contingent upon the successful passage of transportation sales tax referendums scheduled for November 2024. The selected firm may serve either one or both counties, with the overall program management responsibilities primarily assigned to Beaufort County if both referendums succeed. If only one county’s referendum passes, that county will contract directly with the program manager. The contract stipulates that the program management firm cannot be the prime contractor for any design projects funded through these programs but may act as a subconsultant, handling up to 50% of the design work, with communication managed through the prime contractor. Additionally, the program manager will be eligible to perform construction management and construction engineering inspection (CEI) services for projects under the sales tax program. The solicitation, issued under RFQ 110824, was posted on October 7, 2024, with a response deadline of November 8, 2024. The contract size is estimated at approximately 950 million dollars, and the project is managed by North Carolina’s Buncombe County Government.
