ABC Program RFQ
Solicitation # 2025-068
The City of Seattle Office of Economic Development is soliciting qualifications through RFQ 2025-068 to establish a pool of expert consultants for the 2027 Accounting and Business Consulting (ABC) Program. Operating from January 1 to December 31, 2027, the program provides no-cost professional technical assistance to Seattle small businesses and nonprofits to help them start, stabilize, and grow, particularly those facing economic disruption from public infrastructure projects. The City is seeking consultants in four primary categories: Accounting and Bookkeeping, Marketing and Branding, Business Development, and Loan Support. Rather than focusing solely on consulting hours, the program emphasizes practical, result-oriented engagements with deliverables such as financial projections, customer-acquisition strategies, and business stabilization plans. Eligible consultants must have at least two years of professional consulting experience and have completed three similar engagements for small businesses or nonprofits within the last three years. Proposals are evaluated based on relevant experience, service-specific expertise, program collaboration, proposed hourly rates, and a WMBE Inclusion Plan. Selected consultants must adhere to City of Seattle standards, including ADA compliance, non-discrimination policies, and specific insurance requirements. Payments are issued within 30 calendar days of invoice receipt, and the City maintains the right to audit financial records for up to six years after final payment. Responses must be submitted electronically via the City's procurement portal by November 9, 2026.
