AI Contract Overview
The contract involves the procurement and installation of a comprehensive IP camera surveillance system for the Candler County Recreation Department, funded through a Homeland Security Grant. Vendors are required to submit sealed proposals by October 15, 2025, including detailed technical specifications, a bill of materials, and confirmation of compliance with NDAA Section 889 and Homeland Security Grant Program requirements. The scope encompasses furnishing, installing, and fully configuring a turnkey system with ten outdoor-rated cameras—one 360-degree and nine multisensor units—integrated with an off-site NVR supporting 16-32 channels, 30 days of motion-based recording, and remote access via VPN. All equipment must be compliant with current standards, support edge recording, and operate without ongoing subscription fees. The system must be compatible with existing County infrastructure, including wireless bridging equipment provided by the County, and installed cabling must be weatherproof and fully protected. Evaluation of proposals will consider overall system capability, compliance with technical and grant requirements, vendor qualifications, total cost, and adherence to security standards. The County reserves the right to reject any proposals, modify the RFP prior to award, or award in whole or part based on what is in the best interest of its citizens. A mandatory pre-bid site inspection is scheduled, and proposals must be submitted in a sealed envelope with original signatures, with late submissions disqualified. The contract emphasizes strict adherence to security and procurement standards, including cybersecurity guidance, and requires vendors to provide warranties of at least three years, detailed installation timelines, and optional analytics features quoted separately. No explicit federal clauses or standard FAR provisions are incorporated; instead, the contract is governed by specific grant and local government requirements, with primary contact being the Emergency Management Director.
