2025 On-Road Motor Vehicle Emissions Inventory

Metro Vancouver is soliciting proposals for a consultant to develop a spatially allocated 2025 emissions inventory for on-road motor vehicles within the Lower Fraser Valley, covering both the Metro Vancouver region and the Fraser Valley Regional District. The project requires the calculation of greenhouse gases and health-harming air contaminants across all vehicle types and emission processes, including exhaust, non-exhaust, refueling, and idling, utilizing the US EPA MOVES5 model. Key deliverables include the 2025 inventory, a tool for Metro Vancouver to perform annual GHG emission updates, and recommendations for developing a historical emissions backcast from 2000 to 2020 in five-year increments. The selection process is weighted with 30 percent allocated to fees and commercial considerations, while the remainder focuses on corporate and staff qualifications, project methodology, and management approach. Specifically, the agency seeks expertise in EPA MOVES3 and MOVES5 models, vehicle kilometer travelled datasets, and regional emissions modeling within British Columbia. The estimated level of effort is between 500 and 550 person-hours, with payments issued monthly based on itemized invoices. Proposals must be submitted electronically via the Bidding System by November 6, 2026, and all pricing must be provided in Canadian dollars. Successful proponents will have the option to utilize ICBC onboard vehicle registration data to support their analysis.
