The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is seeking a qualified consultant team to update its comprehensive inventory of outdoor recreational facilities across all counties in New York State. This update is part of the agency’s obligation under the Land and Water Conservation Fund Act to develop a Statewide Comprehensive Outdoor Recreation Plan (SCORP) every five years, which assesses the current supply and demand for outdoor recreation resources. The agency maintains an extensive Microsoft Access database, known as the Recreational Facility Information System (RFIS), containing detailed information on over 15,000 facilities, including parks, forests, and other recreational sites, along with their amenities and ownership details. The contractor will be provided access to this database, along with relevant tables, records, and management manuals, to facilitate an accurate and current inventory update. The contract is a one-time service with a submission deadline of February 9, 2024, and includes provisions for questions and clarifications prior to that date. The scope covers all regions within New York State, with the goal of ensuring the database reflects the most recent data on outdoor recreation facilities. The solicitation emphasizes that the project is not set aside for service-disabled veteran-owned businesses and that no similar contracts have been awarded to the respondent within the past five years. This initiative supports the state’s ongoing efforts to plan and enhance outdoor recreational opportunities by maintaining a reliable and comprehensive database to inform future development and resource allocation.
