AI Contract Overview
The contract pertains to the 2025 TRISH Appendix A solicitation titled "Enhancing eXploration Platforms and ANalog Definition (EXPAND) Exploratory Studies," issued by the Space Operations Mission Directorate of NASA. It outlines the requirements for proposal submissions under this federal solicitation, emphasizing the need for clear, anonymized summaries suitable for public release. Proposals must adhere to strict anonymization protocols to comply with Dual-Anonymous Peer Review standards, ensuring individual team members or their institutions are not explicitly identified, and failure to comply may result in rejection without review. The proposal summary should be concise, between 100 and 300 words, and understandable to a non-scientific audience. Additionally, the contract specifies detailed guidelines for team member participation and budget preparation. All investigators must confirm their involvement via the NSPIRES system, as unconfirmed participants will block proposal submission. Paid team members should be designated in roles eligible for funding, such as Co-Investigators, with specific rules applying to critical partners. The budget instructions require expanded details for subcontracts and explicit entries for NASA civil servant involvement, including the allocation of full-time equivalents and associated costs without indirect fees. The solicitation also includes program-specific questions, some requiring anonymized responses, underscoring the careful attention needed when preparing submissions for this exploratory research initiative.

Full Description
Proposal Team
All investigators must indicate participation via NSPIRES. If any team member doesn't confirm their participation, the AOR will receive an error that prevents submission. Paid team members may not be collaborators, they must be given a role permitted to receive funds, such as Co-I. A critical partner with a sustained, continuing role is a Co-I, not a collaborator, even if unpaid. Project Summary Project Summary (abstract) must be in the 4000-character text box in the NSPIRES cover pages, not the Scientific/Technical section of the proposal. It must be written in an anonymized format that does not explicitly identify the names of the team members or their institutions and must be suitable for public release if selected. Budget
Proposers are required to provide expanded budgets as needed (e.g., for subcontracts) as part of their Proposal Budget section (see below and the NASA GCAM). For proposals that include NASA civil servant team members: Proposers are required to enter the NASA civil servant team member and fraction of full-time equivalent (FTE) involvement in the same field under the Item column in section F “Other Direct Costs” of the online budget for Step-2 proposals. The funds requested should be entered as the Total Requested Funds for the NASA civil servant, including salary, fringe, materials, travel, etc. (a FAQ with additional budget instructions will be posted on NSPIRES a longside this document). The budget entry should be made for each year of NASA civil servant involvement and is in addition to the agency identification under the team member section and the NASA civil servant FTE designation under the business data section. Indirect fees should not be charged for NASA Civil Servant costs. Program Specific Questions There are program specific data questions that must be answered. Please pay attention to which questions require anonymized answers.
