The following project will be accomplished as a Washington State Small Works Roster project in accordance with RCW 39.04.151 and RCW 39.04.152. 2. The State of Washington Prevailing Wage Rates applicable for this public works project, which is located in Clark County, may be found at the following website address of the Department of Labor and Industries: Prevailing Wage Rates. 3. The contractor shall pay the prevailing wage rate per the day of when the work was performed according to the trade performed. Contractor shall submit a Statement of Intent to Pay Prevailing Wages and an Affidavit of Wages Paid through the Department of Labor and Industries' Prevailing Wage Intent and Affidavit (PWIA) system in accordance with RCW 39.12.040 and RCW 39.12.070, with the Affidavit of Wages Paid approved prior to final payment. All bidders must be on the MRSC Small Works Roster (www.mrscrosters.org) in order to submit a quote. Before award, a bidder must meet the mandatory responsibility criteria set forth in RCW 39.04.350, including but not limited to: (a) at the time of bid submittal, holding a current certificate of registration under chapter 18.27 RCW; (b) having a current State Unified Business Identifier (UBI) number; (c) if applicable, having industrial insurance coverage as required under Title 51 RCW, an Employment Security Department number as required under Title 50 RCW, and a state excise tax registration number as required under Title 82 RCW; and (d) not being disqualified from bidding on any public works contract under RCW 39.06.010 or RCW 39.12.065(3). C-TRAN reserves the right to establish and apply supplemental bidder responsibility criteria for this project pursuant to RCW 39.04.350(3). 5. Bonding and Retainage. Public works contracts valued at more than $5,000 are subject to contractor bond requirements under chapter 39.08 RCW and retainage requirements under chapter 60.28 RCW. Prior to commencement of work, Contractor shall furnish a good and sufficient payment and performance bond in the full amount of the contract. Retainage shall be withheld from progress payments and released in accordance with chapter 60.28 RCW, unless C-TRAN elects to reduce or waive retainage under RCW 60.28.011(1)(a), in which case C-TRAN assumes the associated statutory liability described therein. 6. Apprenticeship Utilization. This project's estimated cost is below the threshold currently established under RCW 39.04.320 for mandatory apprenticeship utilization (as of the date of this solicitation, $1.5 million, decreasing to $1 million effective July 1, 2028). Accordingly, apprenticeship utilization requirements do not apply to this project. 7. Scope of Work Background: C-TRAN's Administration Building lost power due to a reported accident on 112th Ave. Staff reported to the building finding the generator was running but no power was transferring to the building. The Automatic Transfer Switch (ATS) was inspected and found to be receiving power and was able to be manually activated. Once activated, emergency power was restored to the building to continue operations. As utility power was restored the ATS had to be manually deactivated and backup generator shutdown. C-TRAN’s 51st Circle Facility at 10600 NE 51st Circle, Vancouver, WA 98682, is served by an ATS that connects incoming utility power to an on-site backup generator, providing continuous power to critical building systems, including a Server Room supporting Uninterruptible Power Supply (UPS)-backed equipment. The existing ATS requires repair and/or replacement to restore full, safe, and reliable automatic operation between utility and generator power sources. Because scheduled maintenance work on the ATS will require the transfer switch itself to be taken offline, C-TRAN also requires temporary generator connections to the Server Room’s UPS systems in order to maintain continuous, zero-downtime operation of Server Room equipment throughout the ATS maintenance window. Contractor shall provide all labor, materials, equipment (including temporary generator to maintain power while work is completed), permits, and supervision necessary to inspect, test, troubleshoot, and repair and/or replace the existing ATS, including all associated controls, wiring, and connections, to restore the transfer switch to safe, code-compliant, fully automatic operation. All work shall be performed in accordance with manufacturer specifications; NFPA 110 (Standard for Emergency and Standby Power Systems); NFPA 70E (Standard for Electrical Safety in the Workplace); applicable National Electrical Code (NEC) requirements, including Articles 700, 701, 702, and/or 708 as applicable to the system’s classification; and all other applicable codes and site safety requirements. Work shall be performed by a Washington State L&I-licensed electrical contractor employing appropriately licensed journeyman or master electricians. 7.1 Temporary Generator Connection for UPS Systems during ATS Maintenance The objective of this portion of the Scope of Work is to safely install temporary power connections on two (2) separate UPS systems located in the Server Room, allowing a temporary mobile generator stationed in the parking lot to feed power directly to the UPS systems. This will ensure continuous Server Room operations and zero downtime during scheduled ATS maintenance. Phase 1: Pre-Maintenance & Engineering - Load Verification: Audit and verify the electrical load specifications (amperage, voltage, phase) of both UPS systems to match the temporary generator output. - Cable Route Planning: Map out a safe path for the temporary heavy-duty power cables, working with C-TRAN's Contract Manager, (e.g., SOOW cords) from the parking lot generator into the Server Room, utilizing existing conduit paths, windows, or designated cable ports. - Safety Barriers: Deploy cable ramps and high-visibility safety markers in the parking lot and walking paths to eliminate or minimize tripping hazards. Phase 2: Installation of Temporary Connections - Breaker De-energization: Safely isolate and lock-out/tag-out (LOTO) the primary input feeds to the UPS bypass/input breakers. - Plug Modification: Install industrial-grade temporary male inlet plugs (pin-and-sleeve or Cam-Lok style matching the generator requirements) onto the input terminals or temporary maintenance bypass lines of both UPS units. - Cable Deployment: Lay down and secure the temporary power cables from the parking lot generator position into the Server Room. Phase 3: Reversion & Demobilization (Post-ATS Maintenance) - System Rollback: Once ATS maintenance is complete, safely transition the UPS inputs back to utility/house power. - De-installation: Disconnect and completely remove the temporary plugs and cables. - Cleanup: Clear all safety ramps, secure the Server Room electrical panels, and restore the site to its original operating state. All materials furnished under this Scope of Work — including but not limited to ATS components, temporary power cables (e.g., SOOW cord), and pin-and-sleeve or Cam-Lok connectors and inlet plugs — shall be new, manufacturer-approved or equivalent replacement parts suitable for the intended voltage, amperage, phase, and application. Any additional parts or scope changes outside the original scope must be approved prior to installation by C-TRAN’s Contract Manager covering this project. Contractor shall conduct a functional test of the ATS following repair or replacement to confirm proper automatic transfer operation, timing, and signaling between utility and generator sources, and to confirm all essential safety systems are in working condition. Contractor shall also verify that all temporary UPS/generator connections have been safely installed and tested, and that — upon completion of ATS maintenance — all temporary connections have been fully removed and reverted to normal utility operation as described above. Dispose of all removed and/or replaced materials off-site, and clean and restore all work areas, including the Server Room and parking lot, upon completion of the project. 8. Quotes are considered firm for a period of 60 days from the date of the quote submitted. Should C-TRAN seek to go beyond that period, C-TRAN may request in writing for bidders to extend the pricing for an additional 30 days for a total period to not exceed 90 days. 8.1 Pricing C-TRAN is seeking lump sum pricing for (1) inspection, testing, and repair and/or replacement of the ATS, (2) installation, maintenance-window support, and demobilization of the temporary generator-to-UPS connections described in this Scope of Work, and (3) all associated materials required to complete the work. Pricing provided must be submitted for this sourcing event using the event's bid form to properly calculate the values for review. Failure to submit the information into the bid form will make a bidder non-responsive for this sourcing event. Bidders may elect to upload their company's quote as an additional document as a supplemental for the work but shall not replace the requirement for completing the bid form with their pricing. 9. Each occurrence Certificates of Insurance and Endorsements acceptable to C-TRAN shall be filed with C-TRAN prior to commencement of the Work. These Certificates and the insurance policies required by this section shall contain a provision that coverages afforded under the policies will not be reduced, canceled or allowed to expire until at least 30 days prior written notice has been given to C-TRAN. C-TRAN shall be included as an additional insured on all such policies. Information concerning reduction of coverage shall be furnished by the Contractor with reasonable promptness in accordance with the Contractor’s information and belief. The Contractor shall furnish one copy of certificates of insurance herein required. The Contractor shall furnish to C-TRAN copies of any endorsements that are subsequently issued amending coverage or limits.
