2026 Annual Distribution Transformers

The Turlock Irrigation District is soliciting bids for a one-year Blanket Purchase Order to supply 21 types of single-phase and three-phase pole-mount, pad-mount, and subsurface distribution transformers, with deliveries required at its warehouse located at 901 N. Broadway, Turlock, CA 95380. All transformers must meet Department of Energy efficiency standards per 10 CFR Part 431 and comply with ANSI C57.12.00, C57.12.23, C57.12.90, and ASME Section IX standards, including hermetic sealing in 304L stainless steel tanks filled with vegetable-based dielectric fluid containing less than 1 ppm PCB, and specific paint color requirements under the Munsell system. Bidders may submit partial bids for any combination of the listed transformer types, with pricing to be provided for each line item; however, no contract value has been estimated due to the absence of submitted unit prices in the solicitation. Delivery must adhere to F.O.B. Destination terms, with freight prepaid and allowed, and all shipments require proper packaging, hazardous material compliance, and specific decals, including NO-PCB, warning, and kVA rating labels affixed per exact technical specifications. The award will be primarily determined by the lowest evaluated cost, which combines base price with quantified costs of no-load and load losses, though the District retains the right to select the offer that best serves its interests, considering non-cost factors such as lead time, market position, or customer service. Proposals must be submitted in duplicate sealed paper packages by 2:00 PM Pacific Time on August 18, 2026, to either the P.O. Box or warehouse address; electronic submissions are prohibited for bids, though test data may be emailed in CSV format. The contract is not governed by FAR clauses but follows internal TID specifications and general terms including changes, termination, and entire agreement provisions. Inspection and acceptance occur solely at the point of delivery, with the District retaining full authority to reject non-compliant units and reclaim costs.
