Harpoons and Flying Gaffs for Recreational Tuna Fishery and Gear Marking in Commercial Harpoon Swordfish FisheryThe California Fish and Game Commission is exercising its rulemaking authority to amend Title 14 of the California Code of Regulations regarding recreational and commercial fishing for tuna, marlin, and swordfish. The primary objective is to permit recreational anglers to use harpoons and flying gaffs to land legally taken tuna, provided the gear is securely attached to the vessel and lacks buoys or floats. Additionally, the project implements nonsubstantive nomenclature updates, changing broadbill swordfish to swordfish and fin fish to finfish, while clarifying prohibitions on the use of spears and bow and arrow gear for taking marlin. For the commercial swordfish harpoon fishery, the amendments introduce specific gear marking requirements to distinguish such equipment from federally authorized deep-set buoy gear. These requirements mandate that terminal buoys be marked with the commercial fishing vessel ID and a yellow tag featuring the letters HAR in a contrasting color, with lettering at least 1.75 inches tall. Environmental reviews conducted under the California Environmental Quality Act concluded that these regulatory changes will not have a significant effect on the environment, resulting in the issuance of a Negative Declaration. The action was scheduled for consideration on October 14, 2026, with Melissa Miller-Henson serving as the primary point of contact.

F26AS00030 Cooperative Endangered Species Conservation Fund: Recovery Land Acquisition Grant Program
Solicitation # F26AS00030
The Cooperative Endangered Species Conservation Fund Recovery Land Acquisition Grant Program, solicitation F26AS00030, is a federal funding opportunity administered by the U.S. Fish and Wildlife Service. The program provides competitive grants to State and Territorial agencies to acquire land through fee simple or conservation easements to support approved recovery plans for species listed under the Endangered Species Act. With an estimated total program funding of 14,162,000 dollars and individual award floors of 10,000 dollars, the initiative focuses on protecting critical habitats where land loss is a known threat. Successful applicants must demonstrate a commitment to funding and implementing land management in perpetuity and utilize the FWS Tracking and Reporting Actions for the Conservation of Species inventory modules for reporting. Applications must be submitted via GrantSolutions.gov by November 21, 2026. The evaluation process involves a merit review by a National Merit Review panel, scoring projects based on the magnitude of species benefit, ecosystem functionality, project timeliness, and Regional Director discretion. Additional points are awarded for achieving downlist or delist criteria, implementing priority recovery actions, and providing willing seller letters. Applicants are required to provide a non-Federal cost share, with preference given to those exceeding the minimum requirement by at least one percent. The period of performance is limited to a maximum of three years, and the solicitation explicitly states that no extensions or parcel amendments will be considered. Required documentation includes SF-424, SF-LLL, a project abstract, a detailed budget narrative, and habitat connectivity maps.

Full Description

The HCP Land Acquisition Grant program was designed to reduce conflicts between the conservation of listed species and competing land uses on specific parcels of land associated with approved and permitted HCPs. Under this program, the Service provides matching grants to states in support of land acquisition projects that will conserve species habitat in perpetuity through fee simple acquisition or the acquisition of permanent conservation easements. The Service considers the use of federal acquisition dollars by states for habitat protection associated with HCPs to be an important and effective mechanism to promote species recovery, prevent extinction, and preclude the need to list species under the ESA in the future. All land acquired through these grants complements, but does not replace, the mitigation, minimization, and/or monitoring commitments of the HCP. Thus, this work is additive to the conservation commitments entered into when HCPs are permitted and serves as a meaningful way to leverage non-federal investment in species recovery and connect conservation lands across the landscape.
