2026 Sanitary Sewer and Storm Drain Rehabilitation Project

The City of Albany, California is soliciting bids for the rehabilitation of approximately 1,807 feet of 6-inch to 15-inch vitrified clay pipe sanitary sewer mains and 732 feet of 15-inch to 24-inch vitrified clay pipe storm drains across multiple locations within the city, with an estimated construction cost of $1,960,000. The work will be executed using a combination of trenchless methods including pipe bursting, pipe reaming, and directional drilling, as well as traditional open trench techniques. The scope encompasses the installation of new lower laterals, rehabilitation and construction of new manhole structures, installation of drainage structures, and full restoration of all public and private improvements such as roadways, sidewalks, and landscaping. A bid alternate is available for additional storm drain improvements near 1448 Portland Avenue, which must be priced separately. All work must be completed within 100 working days and must comply with California prevailing wage laws, requiring contractor and subcontractor registration with the Department of Industrial Relations and payment of overtime at time-and-a-half for hours exceeding eight in a day. Contractors are required to hold a valid Class A General Engineering Contractor’s license and submit bid security equal to 10% of the maximum bid amount in the form of a cashier’s check or surety bond. Upon award, the contractor must provide both a performance bond and a payment bond, each in the full amount of the contract value. A completed subcontractor list is mandatory for any subcontractor whose portion exceeds 0.5% of the total bid price, and must include their DIR registration and contractor license number. All contract documents, including plans and specifications, must be obtained from BPX Printing & Graphics to qualify for bidding. Bids must be submitted in sealed envelopes to Albany City Hall by the deadline of August 13, 2026, at 2:00 p.m., with no electronic submissions accepted. A non-mandatory pre-bid conference is scheduled for July 27, 2026. The project is governed by the City’s Contract Documents and applicable California public works statutes, with inspections and acceptance occurring onsite, and full compliance expected with all labor, safety, and environmental regulations enforced by the City.
