Although the supplier meeting is NOT mandatory, it is strongly advised that all proponents should attend to gain a thorough understanding of the project before bidding.Summary of the OpportunityThe Sunshine Coast Community Forest is accepting Request for Proposals to implement prescribed wildfire risk reduction fuel treatments across 30.1 hectares along the Sechelt Wilson and East Wilson FSR’s. The project will be completed over two TU’s 4 and 1 with the following objectives;TU-1The proposed fuel management project will reduce the threat of wildfire moving from the surface into the crown of the stand within the treatment unit. TU-1 consists of 15.0 hectares located east of Sechelt Inlet Road in Tuwanek, spanning along the Sechelt-Dakota FSR and Todd Road. The area has recreational use and value with various unsanctioned hiking trails, increasing the potential for human-caused ignition points in the summer months. The area is located in the Wildland Urban Interface (WUI) and will provide protection to the residential properties along Upland Road, Amber Road, and Carmel Place, as well as critical SCRD water supply infrastructure at Gray Creek to the southeast. The current stand conditions indicate moderate to high levels of surface fuel loading and vertical ladder fuels, especially in higher-density areas containing heavy accumulations of small, broken, hung-up poles and low-drooping branches. While this treatment is not intended to act as a fuel break should wildfire approach it, the goal is that post treatment conditions slow the rate of spread and provide easier suppression opportunities for wildfire response crews. The proposed treatment is to decrease surface fuel loading to a volume that keeps surface fuel intensity under 2000 kw/m. TU-1 is anchored into the adjacent FSRs and lower threat areas, though it remains unanchored to the west due to adjacent private forested property. TU-4Treatment rationale for TU-4 is similar to that of TU-1. Hand and mechanical treatments across this 15.1 hectare unit will include surface fuel management, the cutting of dead standing trees, thinning understory conifers less than 12.5 cm DBH, and pruning retained conifers to a 2m crown base height. The unit is entirely within the Sechelt Groves Recreation Site and therefore requires special care and attention to manage trail users and to ensure that trails are not impacted from activities. Trail damage will require further remediation as per the direction of the District Recreation Officer. The contractor will be required to communicate and meet with RSTBC’s designated partner that maintains the sites. Trail closure maps and signs and barricades will be required to be in place prior to commencement. Portions of TU-4 overlap with a legally recognized old growth management area, and treatments here will primarily mimic the natural removal of small diameter and dead stems rather than impacting old growth attributes. Treatments will also be less intensive within the designated Work Avoidance Zone in the westernmost portion of the unit, where machinery is prohibited, no excavation is permitted, and no trees larger than 10cm DBH will be felled. TU-4 is anchored into Sechelt Inlet Road and adjacent lower threat areas, but due to private residential and forested properties, it is not anchored to the east, north, or south.Hours of operation will be consistent with the District of Sechelt Noise Bylaw. Monday to Saturday: Construction noise is not allowed before 7:00 a.m. or after 9:00 p.m. Holidays & Sundays: Construction noise is not allowed before 9:00 a.m. or after 5:00 p.m.(Note: Holidays include Sundays, statutory holidays, and major days like Christmas and New Year's Day)The project may be combined as one or split into two projects (by unit).
